Program ManagerROLEWe need an experienced Program Manager at the Surface Ship Maintenance and Modernization and Sustainment Directorate (SEA 21). SEA 21 is the Navy’s center of excellence for managing the lifecycle of its surface fleet. Responsible for the planning, coordination, and execution of maintenance, modernization, and inactivation activities, SEA 21 ensures that surface ships are effectively supported from introduction to retirement. The directorate integrates logistics, programmatic oversight, training, and technical solutions to help extend ship life, enhance efficiency, and align fleet capabilities with evolving requirements. In this role, you will lead and coordinate contractor support across task order functions, monitor milestones and performance, report on cost and resources, and collaborate closely with Government stakeholders to drive alignment with SEA 21 mission objectives. Apply today.RESPONSIBILITIES- Analyze contractor processes and recommend and implement procedural or policy changes to improve operations and decrease time and cost spent on efforts.
- Direct and conduct studies or research on risks and issues affecting task order performance areas.
- Interpret and analyze policies, rules, regulations, or laws to support execution of task order requirements.
- Monitor task order milestones and deliverables, risks and issues, and cost expenditures and projections.
- Communicate with key stakeholders to determine project requirements and objectives.
- Meet with others to establish organizational goals, strategic plans, and objectives, as well as providing recommendations to the Government concerning decisions about personnel, resources, and levels of support associated with the task order.
- Report task order status, such as budget, resources, technical issues, and compliance to programs.
- Develop and implement controls and recordkeeping for cost, schedule, and performance of task order.
- Establish or implement task order goals, objectives, standards, and procedures in conjunction with the Government.
- Implement corrective action plans to solve organizational, performance, quality, schedule, and management problems related to task order performance.
- Propose, review, or approve modifications to task order plans and processes.
- Prepare, review, and submit task order documents, reports, and schedules.
- Assist the Government in planning, and implementing policies, objectives, and activities to meet task order goals and increase efficiency.
- Schedule or facilitate meetings to review task order performance.
REQUIRED QUALIFICATIONS- 10+ years of professional experience related to program management
- Demonstrated experience overseeing contractor performance
- Demonstrated Supervisory experience
- Demonstrated experience in Navy Project Management
EDUCATION- Bachelor's degree in business or financial related field.
PREFERRED QUALIFICATIONS- PMP Certification
- Master's degree in business or financial related field
LOCATION- Washington, DC 20376
- Primarily remote. May require onsite visits for urgent/emergent requirements or in-person meetings.
CLEARANCE- U.S. citizenship is required since this role supports the U.S. Federal government
