Job summary

Blue Sky Innovative Solutions is seeking a senior Program Manager to lead a growing portfolio of classified DoD and Intelligence Community programs. The role requires active TS/SCI with CI Polygraph and will oversee end-to-end delivery, coordinating cross-functional teams across government and contractor resources.

You will manage multiple programs, drive risk and change controls, and ensure on-time delivery of milestones while pursuing new business opportunities in a national-security context.

Qualifications

• Active TS/SCI with CI Polygraph in scope.
• 10+ years managing software/IT programs.
• 3+ years managing ServiceNow deployments in a government environment.
• PMP, PMI-ACP, or PgMP certification.
• Bachelor's in a technical or business discipline; US Citizenship required.

Responsibilities

• Own cost, schedule, performance, staffing, and risk across multiple concurrent classified programs.
• Serve as primary point of contact to Government CORs and TPOCs, leading cross-functional teams of ServiceNow developers, data architects, analytics engineers, and SharePoint engineers.
• Drive PMPs, kickoff meetings, Program Management Reviews, CDRL deliverables, and transition plans on time and to standard.
• Keep programs on track through disciplined risk, change, and quality management.
• Drive new business and organic growth in the agencies you support.

Program Manager - Federal Classified Programs

National Capital Region (Fort Meade, MD & Washington, DC)

Blue Sky is seeking a senior Program Manager to lead a growing portfolio of classified programs across the DoD and Intelligence Community. If you thrive on owning delivery end-to-end and want your work to directly advance national security, this role is for you.

What You'll Do

• Own cost, schedule, performance, staffing, and risk across multiple concurrent classified programs.
• Serve as the primary point of contact to Government CORs and TPOCs, leading cross-functional teams of ServiceNow developers, data architects, analytics engineers, and SharePoint engineers.
• Drive PMPs, kickoff meetings, Program Management Reviews, CDRL deliverables, and transition plans on time and to standard.
• Keep programs on track through disciplined risk, change, and quality management.
• Drive new business and organic growth in the agencies you support.

Programs You'll Lead

• PMO Support — Program management support to DISA’s J-9 Hosting & Computing office for the Joint Warfighting Cloud Capability (JWCC) — the DoD’s enterprise multi-vendor cloud vehicle (AWS, Google, Microsoft, Oracle). Serve as single point of contact to the Government COR, keep a cleared technical team fully staffed and qualified, and own program deliverables and transition. On-site at Arlington, VA or Fort Meade, MD.
• Data Services & SharePoint Support — Data architecture, analytics, and SharePoint engineering supporting an IC oversight mission across classified networks. Hybrid at JBAB, Washington, DC.

What You Bring

• Active TS/SCI with CI Polygraph (in scope prior to start).
• 10+ years managing software/IT programs, with proven leadership of cross-functional technical teams in cleared (SCIF) environments.
• 3+ years managing ServiceNow deployments within a government environment.
• PMP, PMI-ACP, or PgMP certification.
• Prior DoD space, intelligence, or national security program experience and portfolio or multi-program delivery.
• Bachelor's in a technical or business discipline (equivalent experience considered).
• U.S. Citizenship required.

Nice to Have

• Prior experience supporting a DISA or DoD enterprise cloud program and the commercial cloud service providers (AWS, Azure, Google Cloud, Oracle).
• Experience managing implementation of ServiceNow and/or Microsoft 365, SharePoint, and data analytics/visualization platforms (Power BI, Tableau).
