GDIT is seeking Program Manager to help support an upcoming contract for FDA Scientific Computing in College Park, MD (primary office) or Gaithersburg, MD. PLEASE NOTE: This position is contingent upon contract award, expected to start in January 2027.
The Program Manager serves as the senior leader responsible for delivering an integrated scientific computing program that supports Food and Drug Administration (FDA) researchers, laboratories, and regulatory science initiatives. This role translates FDA scientific and mission priorities into computing strategies, oversees execution across multiple technical domains (HPC, data, bioinformatics, cloud, storage, scientific endpoints), and serves as the primary contractor interface to FDA leadership. The ideal candidate brings strong program leadership experience and hands‑on familiarity with FDA or federal scientific environments.
Lead overall program strategy and execution for a complex scientific computing environment supporting hundreds of FDA scientists, researchers, and laboratory teams. Translate FDA scientific and regulatory mission needs into computing capabilities, modernization strategies, investment priorities, and action plans. Serve as the senior client‑facing leader, engaging with FDA scientific leadership, OIMT, CORs, researchers, and technical stakeholders to ensure program alignment, performance, and transparency. Develop and maintain program plans, reporting structures, risk management processes, and governance frameworks aligned to FDA expectations. Oversee coordinated delivery across multiple technical workstreams including HPC operations, scientific infrastructure, storage, cloud services, cybersecurity, bioinformatics support, and scientific workstation environments. Ensure availability, reliability, and scalability of scientific computing services used for genomics, AI/ML, modeling, simulation, and large‑scale data analysis. Lead strategic modernization initiatives such as HPC expansion, hybrid cloud integration, scientific data platform improvements, and scientific workstation modernization.

Clearance: Ability to obtain a Public Trust
Education: Bachelor’s degree in Computer Science, Engineering, Scientific Computing, or related field
Year’s Experience: 12–15+ years of experience leading complex technical or scientific computing programs
Technical Skills: Experience working within FDA or another federal scientific/public health organization. Demonstrated ability to translate mission requirements into technical strategies and drive execution across interdisciplinary teams. Must have experience with High-Performance Computing (HPC). Strong experience with scientific data management, cloud computing, or advanced research computing environments.
Skills & Abilities: Excellent client‑facing communication skills, with the ability to engage scientific and executive audiences. Proven success managing program performance, risk, reporting, schedules, and contract deliverables.
Location: HYBRID - Employee must be willing to report onsite in College Park, MD (primary office) or Gaithersburg, MD several days a week.
