Responsibilities

  • Labor Tracking: Monitor civilian and contractor hours allocated to CI tasks, ensuring correct charging codes are used and labor burn rates match the project plan.
  • Budget Execution: Track allocations, obligations, and expenditures for all computing infrastructure initiatives.
  • Spend Plan Monitoring: Maintain and update the CI spend plan, highlighting variances between projected and actual costs.
  • SLA & Contract Oversight: Monitor vendor invoice cycles and coordinate with contract officers to ensure computing resources are funded without service interruptions.
  • Executive Drafting: Draft, format, and package technical briefings, status reports, and slide decks for leadership.
  • Meeting Prep: Compile pre-briefing materials and talking points for critical decision-making forums.
  • Travel Coordination: Draft and track travel authorizations, cost estimates, and vouchers for deployments or testing events.
  • Liaison Operations: Act as conduit between Technical Lead and Branch Head to align schedules and staffing.
  • Action Item Tracking: Capture and track action items to meet deadlines.
  • Programmatic and documentation support across the program life cycle, from concept to deployment.
  • Develop and maintain program plans, POA&Ms, schedules, and status reports.
  • Review and update project plans and documentation for changes in progress or scope.
  • Prepare program presentations and reports.
  • Provide recommendations to update documentation for technical/editorial accuracy.
  • Prepare PowerPoint presentations and hard copy materials for briefings.
  • Conduct studies, prepare reports, and advise on feasibility, cost and regulatory compliance.

Overview

Program Management Analyst: (VOPS-2026-25963):

This effort provides NSWCDD V Department and affiliated departments with program and operation analysis and technical documentation support. The V30 Computing Infrastructure (CI) Technical Design Agent (TDA) team is seeking a Program Management Analyst to directly support the CI Senior Technical Lead. The primary objective is to assist in aligning across the CI portfolio, which consists of MOD 1, MOD X, TI-12H, CIAT, FF(X), and BB(X) on financial tracking, aligning with Branch Head needs, and tracking actions. This is new work and this role focuses on providing administrative support.

100% onsite Monday-Friday

Responsibilities

  • SLA & Contract Oversight: Monitor vendor invoice cycles and coordinate with contract officers to ensure computing resources are funded without service interruptions.
  • Executive Drafting: Draft, format, and package technical briefings, status reports, and slide decks for leadership.
  • Meeting Prep: Compile pre-briefing materials and talking points for you prior to critical decision-making forums.
  • Travel Coordination: Draft and track travel authorizations, cost estimates, and vouchers (e.g., through defense travel systems) for the technical team's off-site deployments or testing events.
  • Liaison Operations: Act as an active conduit between you (the Technical Lead) and the Branch Head (Line Manager) to ensure technical schedules align with organizational staffing and administrative goals.
  • Action Item Tracking: Capture and track action items resulting from your alignments with the Branch Head, ensuring administrative and technical deadlines do not slip.
  • Programmatic and documentation support throughout a program life cycle, from concept development and formulation through initial system design, development, and deployment.
  • Develop and maintain program plans and Plans of Action and Milestone (POA&M), action item reports, program and project schedules, project tracking updates, and status reports.
  • Review existing project plans, reports, and meeting minutes to identify any changes in project progress, scope or direction such as schedule changes and technical. The Contractor shall receive and process project deliverables, review deliverables databases to monitor status and ensure compliance with project schedules.
  • Prepare program presentations and reports.
  • Review and provide recommendations for updating existing documentation to include technical and/or editorial accuracy.
  • Prepare PowerPoint presentations and provide hard copy materials for use in briefings and seminars.
  • Conducts studies, prepares reports, and advises on feasibility, cost effectiveness, and regulatory compliance.

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtian and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.

Targeted rate is 78,000-117,000
