Job summary

Trace3 seeks a Project Manager, Finance Analyst (Program Control Analyst) to provide comprehensive financial oversight across government engineering contracts. You will partner with the Program Manager, Contracts Manager, and engineering leads to track budgets, forecast costs, and ensure full compliance with FAR Part 31, CAS, and DCAA.

The role demands deep proficiency with government contract accounting systems, strong analytical skills, and a relentless commitment to data accuracy and audit

Qualifications

• Strong knowledge of FAR Part 31, CAS, and DCAA requirements.
• Experience with government contract accounting systems and reporting.
• Advanced Excel skills for financial modeling and variance analysis.
• Experience with multiple government contract types (CPFF, CPAF, FFP, T&M, IDIQ).
• Familiarity with CPARS and contract financial performance indicators.
• Ability to process, review, and approve government invoices (WAWF).

Responsibilities

• Develop and maintain PMB, budgets, ETC, and EAC aligned with WBS.
• Prepare CPRs/IPMRs and ensure contract data compliance.
• Produce monthly financial status reports with variances and CPI/SPI trends.
• Monitor labor, material, subcontract, and ODC costs; resolve mischarges.
• Support MSRs, PMRs, and QBRs with accurate data.
• Track funding obligations and alert on thresholds (75%, 85%, 100%).
• Assist in annual budgeting, forward pricing rates, and period planning.
• Validate subcontractor invoices for accuracy and compliance.
• Support bid and proposal cost volumes and price-to-win analyses.
• Maintain audit-ready records per FAR Subpart 4.7.
