Pay Range: $93,600-$120,640 salaried annually depending on experience, education, and licensure; $2000 Sign-On Bonus!

Status: Full Time; Monday-Friday

Shift: Day Shift (can be flexible; generally, 8am-4:30pm or 9a-5:30pm)

Program Director Requirements

  • Proficiency and knowledge of basic computer skills and software programs including the ability to learn, use and train High Point and Affiliated Organization (HPAO) Electronic Health Records (EHR);
  • Must have the ability to work with others in a cooperative and collaborative manner;
  • An understanding of the relationship between substance uses and mental health issues and/or self-help programs;
  • An understanding of boundaries and ethics;
  • Comply with Federal Regulations, 42 CFR Part 2, Substance Abuse Confidentiality Regulations and HIPAA Regulations;
  • Certification in the HPAO approved de-escalation program.
Program Director Duties And Responsibilities
  • Develop a comprehensive and evidence-based treatment program to comply with all laws, regulations of the Department of Public Health Bureau of Substance Abuse Services, accrediting bodies and organizational policy;
  • Oversee hiring, training, supervision, directly or indirectly, and evaluation of all staff in program;
  • Ensure staffing meets requirements;
  • Develop and assure adequate staffing coverage for regulatory requirements;
  • Annually review job descriptions for all unit staff and complete performance evaluations on persons directly supervised in accordance with agency procedures;
  • Assure accurate and timely completion of all required documentation required by agency policy, regulation, or contract;
  • Assist in preparing an annual budget and managing expenses to stay within the approved budget;
  • Keep COO / DON fully informed of critical incidents, unit productivity, client caseloads, expenditures, potential new contracts, and issues that could affect the program;
  • Attend and participate in management meetings as scheduled and professionally represent the facility in community meetings;
  • Train and oversee compliance with resident confidentiality laws, including CFR 45 HIPAA, and CFR 42 Part 2, Alcohol and Drug Resident Records, including reporting breaches to Compliance for proper notification to regulatory agencies;
  • Reliable work attendance and ability to respond to after-hours emergency situations;
  • Demonstrated skill in supervision, coaching, and appropriate disciplinary documentation;
  • Preparation of reports and correspondence in response to licensing and accreditation boards;
  • Collaborate and participate in meetings with other community organizations to enhance communication and service delivery within the community;
  • Participate in budget development and monthly review process;
  • Routinely review client charts (open and closed) to ensure that the structure and substance are in accordance with licensing and accreditations standards;
  • Advertising, interviewing, hiring and training of all new staff;
  • Participate in RFR processes to maintain current programing and development new programming;
  • Ensure that clinical activities are carried out in accordance with HPTC's written plans for quality assurance, utilization review/management and staff growth and development;
  • Ability to communicate effectively orally and in writing;
  • Demonstrated ability to meet deadlines and carry out responsibilities with minimal direction;
  • Maintain CPR, Crisis Management and other mandatory trainings;
  • Provide direct services to clients as needed, which will include but not limited to evaluations of clients; Individual, group and/or family counseling, crisis management, and aftercare planning (as indicated by degree and licensure where applicable);
  • Provide on-going clinical and daily administration of the Outpatient Program to ensure quality care and access standards are met;
  • After-hours/on-call program support for patient clinical emergencies, dose verification, and other patient urgent needs on a rotating basis with Clinical Leadership;
  • Provides direction, supervision and evaluation of treatment of services according to standards of practice and rules and regulation of the Department of Public Health, Health Care Quality and Joint Commission;
  • Oversees implementation of HPAO policies and procedures related to service delivery and operations;
  • Provide direct oversight and supervision of operations staff for the outpatient program including: Office Manager, Security staff, housekeeping/maintenance, nursing;
  • Provides supervision to staff per HP policy;
  • Provides weekly management meetings to collaborate members of the leadership team, including incident report/environmental report review, utilization review meeting, patient care concerns;
  • Shall have profit and loss responsibilities and assist in preparation of the operating budget, including implementation, maintenance, and review of budget;
  • Fiscal skills including monitoring of expenses;
  • Access Coordinator responsibilities as required by BSAS;
  • Chart reviews as needed to ensure documentation of services meets compliance/quality standards;
  • Monitoring of incident reports to ensure reporting to compliance, HR and state agencies is completed timely and accurately;
  • Participating in Sentinel Event and RCA review, as needed;
  • Completion of patient/staff complaints and grievances per policy;
  • Ensure program tally card chart audits, indicators and documentation are prepared timely;
  • Participation in facilitating CQI/NIATx projects within the program;
  • Continuous monitoring of CLAS expectations and ensuring CLAS plan is completed annually;
  • Review of required environmental annual reports, including: EMP, Safety/Security Plan;
  • Participation and follow through with recommendations from Health & Safety and Proactive Risk Assessment reports;
  • Attend mandatory trainings;
  • Participates in marketing and community outreach activities;
  • Represents the agency in community meetings and acts as liaison to collaborating community services such as police, fire, mayor’s office, courts, other service organizations, DPH, DMH and CHNA groups etc., as needed;
  • Represents agency in provider meetings as assigned by COO;
  • Other duties as assigned by COO and President/CEO.
Program Director Qualifications
  • 5+ years' experience in behavioral health setting preferred;
  • Minimum of 2 years' supervisory experience.
