Job summary

High Point & Affiliated Organizations is recruiting an Outpatient Youth Program Director for the Youth Clinic in Hyannis. The role oversees clinical services, budget responsibilities, and program development within a strong, multidisciplinary team.

The position requires a MA degree in counseling and independent licensure (LICSW/LMHC/LMFT) with 3+ years of supervisory experience. Monday–Friday, 9am–5pm, full-time with a sign-on bonus eligibility.

Outpatient Youth Program Director - Sign on Bonus Eligible!

Program & Location: Youth Clinic, Hyannis


Education: MA Degree in Counseling Field and Independently Licensed for 3+ years


Pay Range: $99,840-$135,200 (Education & experience dependent).


Status: Full Time, 40hrs a week


Shift: Monday-Friday, 9am-5pm

High Point has programs located throughout Southeast Massachusetts offering a full continuum of care for substance use and mental health treatment, including inpatient, outpatient, residential, and community-based services. Duties And Responsibilities


  • Develop and implement goals and objectives for the program to meet performance specifications

  • Implement and review policies and procedure on a regular basis

  • Ensure oversight of CBHC/regulatory, including BSAS performance specifications related to management of clinical staff hiring, and scheduling

  • Monitoring of adequacy and appropriateness of patient (member) care

  • Development of in-service training for staff in collaboration with training coordinators

  • Establishment of quality management program in collaboration with Director of CQI/ COO and quality team

  • Ensure that clinical activities are carried out in accordance with HPTC's written plans for quality assurance, utilization review/management and staff growth and development

  • Provide supervision to program staff and maintain supervisory notes

  • Provide direct services to patients, which will include but not limited to evaluations of patients, individual, group and/or family counseling, crisis management, and aftercare planning

  • Monitoring of program budget, payment models and productivity of clinical staff

  • Participate on assigned committees and prepare reports as needed

  • Coordinate with other departments/facilities to enhance and ensure quality care

  • Participate in budget development and monthly review process

  • Routinely review patient charts (open and closed) to ensure that the structure and substance are in accordance with licensing and accreditations standards

  • Advertising, interviewing, hiring and training of all new clinical and support staff

  • Participate in RFR processes to maintain current programing and development new programming

  • Preparation of reports and correspondence in response to licensing and accreditation boards

  • Collaborate and participate in meetings with other community organizations to enhance communication and service delivery within the community

  • Provide on- going clinical and daily administration of the Program to ensure quality care

  • Insures confidentiality according to 42 CFR part 2 and HIPAA regulations

  • Other duties as assigned by the Program Director, Site Director and/or COO


Requirements


  • Must present as courteous and professional at all times

  • TB screening

  • Certification in the HPAO approved de-escalation program

  • Strong and effective verbal, written and organizational skills

  • Knowledge of basic computer skills and software programs including the ability to learn, use and train HPAO`s electronic medical records

  • Ability to provide leadership and program development within an outpatient site

  • Knowledge of major clinical therapeutic models and behavioral health best practice

  • Strong organizational, verbal and written communication skills


Qualification


  • Independently licensed Behavioral Health Clinician, including: LICSW/LMHC/LMFT

  • Master/Doctoral degree in Human Services related field such as psychology or social work

  • Minimum of three (3) years of clinical supervisory experience and five (5) years of behavioral health counseling experience


Youth Point


  • Provides direction, supervision and evaluation of treatment of services according to standards of practice and rules and regulation of the Department of Public Health, Health Care Quality, Joint Commission and Insurance Performance Specifications;

  • Oversees implementation of HPAO policies and procedures related to service delivery and operations;

  • Oversees program productivity, monitoring census, staff caseloads, and scheduling of staff;

  • Provides weekly supervision to staff assigned, in accordance with High Point policy and performance specifications;

  • Provide After Hours/On Call Clinical support for clinicians as needed:

  • Complete regular chart reviews to ensure documentation of services meets compliance/quality standards and performance specifications;

  • Ensure program tally card chart audits, indicators and documentation are prepared timely;

  • Attend mandatory trainings, as well as those assigned by COO;

  • Ensure all staff complete mandatory trainings as assigned;

  • Participates in the hiring process as necessary;

  • Participates in marketing and community outreach activities;

  • Represents agency in provider meetings as assigned by Program Director or COO;

  • Maintain professional license in good standing;

  • Other duties as assigned by Program Director, COO and President/CEO.
