Job summary

Tetra Tech, Inc. is seeking an experienced Program Director to lead the PRPHA Program Management Services for FEMA-funded projects in Puerto Rico. This on-site role requires coordinating with PRPHA, oversight teams, consultants, designers, and contractors to ensure successful delivery.

The candidate will oversee staff performance, manage budgets and schedules, and ensure compliance with federal requirements (2 CFR Part 200) and PRPHA procedures. Travel to island sites is expected.

Qualifications

• Bachelor's degree in a relevant field.
• Minimum 10 years of professional experience in program management, construction management, disaster recovery or related areas.
• Experience with municipal governments, public agencies, housing programs, or community development initiatives.
• Fluency in English and Spanish, with ability to prepare documents in both languages.

Responsibilities

• Provide leadership, strategic direction, and management oversight for program activities.
• Serve as primary point of contact between the Program Management Firm and PRPHA for program-level matters.
• Oversee and coordinate performance of all staff assigned to the program.
• Monitor program performance, schedules, budgets, risks, issues, priorities and deliverables.
• Ensure projects align with PRPHA objectives, contract requirements, and regulatory standards.
• Oversee project controls, reporting, document management, risk management and performance monitoring.
• Prepare executive-level reports and presentations for PRPHA leadership.
