JOB SUMMARYThe Program Director is responsible for the overall leadership, administration, compliance, and quality assurance of residential services within the)program. This position provides strategic and operational oversight to ensure the delivery of high-quality, person-centered services that promote the health, safety, independence, and quality of life of the individuals served. The Program Director supervises management and direct care staff, oversees regulatory compliance, manages budgets and staffing resources, collaborates with interdisciplinary teams and stakeholders, and ensures program operations are consistent with DDS, Title 17, Title 22, and organizational standards.ESSENTIAL JOB RESPONSIBILITIESDirect and oversee all aspects of program operations.Ensure services are delivered in accordance with EBSH requirements, DDS regulations, and licensing standards.Establish program goals, objectives, and performance measures.Promote a culture of accountability, professionalism, and person-centered practices.Ensure the program maintains a safe, therapeutic, and supportive environment.Supervise Lead DSPs, LPTs, and direct support staff.Recruit, hire, train, coach, and evaluate staff.Ensure adequate staffing levels and coverage.Develop staff competencies and leadership skills.Address employee performance issues and implement corrective actions as necessary.Direct and oversee all aspects of program operations.Establish program goals, objectives, and performance measures.Ensure implementation of Individual Program Plans (IPPs), Individual Behavior Support Plans (IBSPs), and health care plans.Monitor service quality and resident outcomes.Ensure residents' rights, dignity, and personal choices are respected.Address resident concerns, incidents, and service needs.Support interdisciplinary team recommendations and treatment plans.Ensure compliance with Title 17, Title 22, DDS, Community Care Licensing, requirements.Oversee internal audits and quality assurance initiatives.Monitor documentation, resident records, and medication systems for compliance.Review incidents, injuries, behavioral events, and medication errors.Ensure timely reporting and investigation of unusual incidents.Implement risk reduction strategies.Monitor health and safety concerns and emergency preparedness activities.Ensure all programs, facilities, records, and operational systems remain audit-ready at all times through continuous monitoring, compliance reviews, quality assurance activities, and corrective action planning.Develop corrective action plans and monitor implementationDevelop and manage program budgets.Monitor expenditures and resource utilization.Approve purchases and ensure fiscal responsibility.Maintain required reports, records, and operational documentation.Oversee contracts, vendor relationships, and service agreements as applicable.Maintain regular communication with Regional Directors and Supervisors regarding program operations, staffing needs, resident concerns, compliance matters, and emerging risks.Escalate significant program, personnel, clinical, and operational issues to Regional DirectorsTravel and drive on agency business as required to support program operations, including attendance at trainings, professional development conferences, resident assessments, stakeholder meetings, quality assurance reviews, or for resident/staff need.Physical presence at the program is required.Ensure direct report staff follow the agency’s timecard, PTO (Paid Time Off), and California’s rest and meal period policies. Will monitor staff timesheets to ensure they are completed accurately.Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage.ESSENTIAL JOB REQUIREMENTSBachelor’s degree in Social Work or Counseling, or a related field and at least one (1) year direct experience providing social services to children OR completion of two (2) years at an accredited college or university and at least two (2) years administrative or supervisory experience in a program serving children, preferably in a group home setting.Minimum of one (1) year experience overseeing an similar programs.Ability to effectively manage multiple priorities, deadlines, and program needs.Strong decision-making, problem-solving, and conflict-resolution abilities.Must meet the minimum age of 21 pursuant to California Health & Safety Code Section 1562.Communicate effectively in written and spoken English.Ensure handwritten resident documentation is legible.Ability to write acceptable progress reports required for treatment documentation.Work effectively with diverse ethnic, religious, socio-economical, and professional groups.Competently provide direct services for residents of the facility.Understand and apply principles and techniques involved in the care and treatment of individuals or groups of Developmentally Disabled residents.Treat residents with dignity and respect.Ability to prepare reports, correspondence, corrective action plans, and program updates.Working knowledge of DDS, Title 17, Title 22, regulations.Must be available to complete minimum of 40-hours initial orientation training during business hours of M-F 8am-5pmMust complete 40-hour RBT training, pass competency and exam within 60 days of employmentMust maintain RBT certification throughout your employment.Must be available and responsive to RBT supervisor to ensure competency and supervision of hours is completed as required.Register and complete the 35-hour DSP year 1 class within the 1st 6 months of employment.Register and complete the 35-hour DSP year 2 class within the 1st 12 months of employment.Must be CPR/First aide certified within 30 days of employment and maintain throughout your employment.Must complete a hands on practical of CPR annually.Must complete Water Safety training within 30 days of employment.Complete 40-hour GH Administrator training, pass exam and submit application for Administrator Certificate within 90 days of hire.Must maintain Administrator Certification or duration of employment.Attend a 40-hour ProACT training and become a certified instructor with 90 days of hire and maintain for duration of employment.Must be able to on-call for emergency situations and respond accordingly.Must be able to work any and all shifts as needed to ensure minimum/safe staffing ratios.Be able to travel overnight(s) as needed for trainings, conferences, assessments or meetings.Analyze potentially dangerous situations accurately and take effective action.Ability to train, mentor, and provide guidance to direct care staff.Strong conflict resolution and crisis intervention skills.Ability to maintain confidentiality and professional boundaries.Proficient Computer skills in Office 365, Teams, Zoom and other communication/meeting platforms.Possess a valid driver’s license.
