Job summary

Liberty Resources seeks a Program Director to lead the Center for Brain Injury and Rehabilitation, overseeing licensed home care, TBI programs, residential and home-based services, and daily operations across all programs.

The role directs admissions, referrals, staffing, compliance, quality improvement, billing coordination and program development to ensure high-quality, efficient service delivery. A strong, collaborative leadership style is essential.

Qualifications

• Registered Nurse, Registered Occupational Therapist, Registered Physical Therapist, Licensed Speech‑Language Pathologist, Certified Special Education Teacher, Certified Rehabilitation Counselor, Master’s of Social Work, Master’s or Doctorate of Psychology, or minimum Bachelor’s degree in a related human services field with at least three (3) years of relevant experience in TBI/disability services.
• Experience in interdisciplinary, rehabilitative management of head-injured populations; HCBS/TBI Waiver, LHCSA, Medicaid billing, quality assurance, regulatory compliance, program operations and staff supervision preferred.

Responsibilities

• Provide direct supervision, coaching, support and performance oversight to staff; ensure supervision and annual evaluations.
• Assist in recruitment, onboarding, orientation, assignment, development and retention of staff.
• Track staff trainings, certifications and competency; follow up as needed.
• Participate in leadership promotions, transfers and discharge decisions when necessary.
• Develop and revise program policies and workflows in line with regulations.
• Monitor regulatory changes and ensure practices comply with requirements.
• Develop, implement and evaluate program expansions and new initiatives.
• Facilitate admissions processes and coordinate referrals and interviews.
• Oversee admissions, transfers and discharges; manage intake coordination and records.
• Maintain clinical, medical, case management and program records per standards.
• Build relationships with providers, hospitals, managed care and community partners.
• Conduct QA reviews, chart audits and prepare reports for leadership and regulators.
• Produce statistical, financial, utilization and narrative reports as required.
• Ensure facility is maintained per health and safety codes; liaise with maintenance.
• Coordinate staffing schedules and coverage; address gaps.
• Participate in agency-wide incident reviews and CQI actions.
• Contribute to budgets, planning and resource allocation for programs.
• Handle emergencies with flexibility as needed.

Program Director Position Summary:

The Program Director is responsible for the administration, oversight and evaluation of the licensed home care service agency, traumatic brain injury program services, residential and home community support services, and related daily operational functions of the Center for Brain Injury and Rehabilitation.The Program Director provides leadership of program operations, admissions and referrals, staffing oversight, regulatory compliance, quality improvement, billing coordination, and program development to ensure high quality, effective, and efficient service delivery across all assigned programs.

Program Director Job Responsibilities:

• Provides direct supervision, coaching, support and performance oversight to assigned supervisory, clinical, operational and support staff; ensures documented supervision and annual performance evaluations are completed in accordance with agency standards and applicable regulations.
• Assists in the recruitment, selection, onboarding, orientation, assignment, development and retention of program staff.
• Tracks staff compliance with required trainings, certifications, in-services and competency expectations and follows up as needed.
• Participates in and advises leadership regarding promotion, assignment, review and discharge of program participants and staff as necessary.
• Keeps apprised of and provides input into development and revision of division and program policies, procedures and workflows.
• Keeps informed of public policy developments, regulatory changes and trends impacting the respective program areas and ensures operational practices remain aligned with those requirements.
• Assists in the development, implementation and evaluation of program expansion, service enhancements and new program initiatives.
• Obtains necessary information on all referrals to determine appropriateness for program admission and facilitates interviews, tours and orientation with potential participants and their families where applicable.
• Facilitates the process of admissions, transfers and discharges for the programs supervised, including oversight of intake coordination and record set‑up.
• Ensures all required clinical, medical, case management and program records are established, maintained and monitored in compliance with agency, waiver, payer and regulatory requirements.
• Develops and maintains effective relationships with other service providers, hospitals, managed care organizations, community organizations, families and referral sources in the interest of participants and program goals.
• Conducts quality improvement reviews, quality assurance inspections, chart audits and operational reviews; gains staff and participant input and prepares reports for submission to leadership, governing bodies, regulatory entities or funding sources as required.
• Produces ongoing statistical, financial, utilization and narrative reports as required by the Associate Vice President and by regulatory, funding, payer and agency bodies.
• Ensures that the physical plant is maintained according to health and safety codes, regulatory requirements and the agency’s CQI standards; serves as liaison to maintenance, cleaning services and outside vendors as needed.
• Oversees and coordinates LHCSA, residential and other assigned staffing schedules, including coverage planning and problem‑solving for staffing gaps where necessary in the absence of the Scheduling Coordinator.
• Participates in the agency‑wide incident review and quality improvement processes and ensures follow‑up actions are completed.
• Provides input into development of program budgets, operational planning and resource allocation for programs supervised.
• Handles emergency situations which may require flexibility of time and area of assignment.

Program Director Qualifications:

Registered Nurse, Registered Occupational Therapist, Registered Physical Therapist, Licensed Speech‑Language Pathologist, Certified Special Education Teacher, Certified Rehabilitation Counselor, Master’s of Social Work, Master’s or Doctorate of Psychology, or minimum Bachelor’s degree in a related human services, rehabilitation, healthcare, social work, psychology, counseling, or nursing field and at least three (3) years of relevant experience in TBI/disability services that includes:

• case management / service coordination / brokering community‑based services
• functional assessment of ADLs/IADLs and development of treatment/service plans
• teaching or supporting individuals with disabilities to improve independence/community living skills
• habilitation / day program / vocational / residential or community‑based rehabilitative services

Experience in interdisciplinary, rehabilitative management of head‑injured and neurologically impaired populations required. Experience with HCBS/TBI Waiver, LHCSA, Medicaid billing, quality assurance, regulatory compliance, program operations and staff supervision strongly preferred. Must possess a valid driver’s license and access to reliable transportation.

Required Skills and Abilities

Strong organizational, clinical, operational and interpersonal skills. Exhibit strong ability to read and interpret regulations, communicate verbally and in writing, and manage multiple programmatic priorities simultaneously. Possess strong working knowledge of individuals with physical and cognitive disabilities, community‑based service delivery, rehabilitation services and program operations. Exhibit an exemplary degree of initiative, sound judgment, industry and a comprehensive understanding of staff procedures, quality improvement, regulatory requirements and interdepartmental relationships. Excellent verbal and written communication skills required. Physical agility with repetitive occurrence including but not limited to walking, running, bending, stooping, climbing stairs, kneeling, crouching, reaching, sitting and twisting. May require lifting greater than 50 lbs on an as‑needed basis.

Pay Rate:

$65,000 - $75,000 annually
