The North Carolina Department of Environmental Quality (DEQ) invites applications for the Program Development Coordinator (NS) within the Division of Water Infrastructure. This role manages the State Water Infrastructure Authority program and coordinates pre-award funding, staff reports, and meeting materials for SWIA.

Hybrid telework is available; occasional in-person meetings and outreach events across North Carolina may be required.

Qualifications

  • Bachelor's degree from an appropriately accredited institution; and five (5) years of progressively responsible program experience related to the area of assignment; or an equivalent combination of education and experience

Description of Work

This position is part of a unit within the Division that manages the support to the State Water Infrastructure Authority and pre-award funding processes for all the funding programs administered by the Division. This position manages the State Water Infrastructure Authority program and associated activities: organizes SWIA meeting preparation by working with Division leadership and staff to prepare agendas, drafts staff reports, coordinates content for presentations, and drafts meeting minutes and funding reports after SWIA meetings. This position serves as a point of contact for organizing and conducting technically complex presentations on a range of funding programs and application trainings in various parts of the state and virtually. The position may also meet with potential applicants and other stakeholders in person and at outreach events across the state to answer technical questions about the Division's funding programs, providing information on qualifying projects and assessments related to the LGU.

The Division of Water Infrastructure (DWI)

The Division of Water Infrastructure (DWI) The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs in the Department of Environmental Quality according to Federal and State laws, including the Water Infrastructure Fund as described in NCGS 159G and the Community Development Block Grants for water and wastewater infrastructure. Water Infrastructure Fund programs include the federal Clean Water State Revolving Fund, the federal Drinking Water State Revolving Fund, the state Viable Utility Reserve, the state Wastewater Reserve, and the state Drinking Water Reserve. DWI supports the State Water Infrastructure Authority which awards federal and state funding for water and wastewater infrastructure projects. DWI assists eligible applicants in meeting drinking water, stormwater, and wastewater needs to protect public health and the state's water resources.

Hybrid Telework

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
