Job summary

COLSA Corporation is seeking a Program Data Analyst to support Army FRCS data collection, validation, and reporting. The role focuses on accurate data entry, Excel-based reporting, and integrating data from Army systems to support portfolio management and executive decision making.

On-site at Joint Base San Antonio (JBSA), the analyst will develop recurring reports, ensure data integrity, and provide analytical support to IMCOM and other stakeholders.

Qualifications

  • Bachelor’s degree or equivalent in a related discipline.
  • Five+ years of experience in data analysis or program analysis.
  • Active Secret security clearance; U.S. Citizenship is required.
  • Proficiency with desktop software including word processing, spreadsheets, and databases.
  • Experience collecting, validating, reconciling, and analyzing data from multiple systems.

Responsibilities

  • Enter, update, and maintain FRCS data from Army garrisons and IMCOM.
  • Gather data from enterprise systems such as APMS, eMASS, and Army databases.
  • Use Excel to track, organize, and maintain program data.
  • Prepare quarterly reports and executive summaries for IMCOM.

Program Data Analyst (Army FRCS Support)

Supports Army facilities and infrastructure management programs by collecting, validating, organizing, analyzing, and reporting Facility Related Control Systems (FRCS) information from multiple government databases and information sources. This position focuses heavily on accurate data entry, routine data checks, spreadsheet maintenance, and preparing basic Excel reports for Army Materiel Command (AMC) and other stakeholders, and serves as a central point for integrating data from Army organizations, enterprise systems, and real property databases to support portfolio management, cybersecurity compliance, and executive decision making. The analyst develops recurring reports, maintains program data integrity, and provides analytical support for Installation Management Command (IMCOM) and other stakeholders. This is an on-site position located at Joint Base San Antonio (JBSA).

Principal Duties and Responsibilities (*Essential functions)

  • Enter, update, and maintain FRCS data from Army garrisons, IMCOM, Army Program Managers (APMs), inventory teams, and other government organizations *
  • Gather and validate information from enterprise systems including the Army Portfolio Management Solution (APMS), Enterprise Mission Assurance Support System (eMASS), IMCOM Real Property databases, and other government data repositories *
  • Use Microsoft Excel to track, organize, and maintain program data *
  • Perform routine data checks to verify accuracy, completeness, and consistency
  • Identify data entry errors, missing information or discrepancies, and coordinate with stakeholders to correct them *
  • Develop, maintain, and update program tracking spreadsheets, databases, and reporting tools
  • Prepare quarterly reports and executive level summaries supporting IMCOM reporting requirements*
  • Research, compile, and analyze and organize technical, operational, and statistical information from government databases, web-based resources, internal systems, and other authorized sources*
  • Support data calls and information requests from government leadership and program stakeholders
  • Collaborate with functional teams to establish and maintain program performance metrics, measurement methodologies, and reporting requirements
  • Analyze trends, identify data quality issues, and recommend process improvements to enhance reporting accuracy and efficiency
  • Ensure data is maintained in accordance with applicable Army policies, cybersecurity requirements, and program guidance
  • Maintain documentation of data collection methodologies, reporting procedures, and standard operating processes
  • Support staff by providing accurate, up‑to‑date data and analytical results to government leadership, senior executives, and other stakeholders as required

Required Experience
  • Bachelor’s degree in a related discipline, or equivalent experience
  • Five (5) or more years of experience in data analysis, program analysis, information management, or related analytical support
  • Must have an active Secret security clearance;U.S. Citizenship is required
  • Working knowledge of desktop applications including word processing, spreadsheet, and database software packages
  • Experience collecting, validating, reconciling, and analyzing data from multiple systems or databases
  • Demonstrated expertise with Microsoft Excel, including experience managing and analyzing large datasets and developing reports
  • Experience developing reports, metrics, and analytical products to support program management and decision-making
  • Ability to communicate findings and coordinate with stakeholders at all levels to resolve data issues

Preferred Qualifications

  • Experience with or familiarity with U.S. Army Installation Management Command (IMCOM) systems and processes is a plus
  • Knowledge of U.S. Army real property management processes and related tracking systems is a plus
  • A basic familiarity with DoD cybersecurity compliance and Risk Management Framework (RMF) requirements is a plus
  • Related professional certifications, including CompTIA Security+ is a plus
