Job summary

The Washington State Office of Civil Legal Aid is hiring a Program Counsel to support the Family and Safety Programs. The role focuses on contract oversight, data reporting, and translating complex requirements into practical guidance for a statewide network of providers.

Reporting to the Program Director, you will help ensure high-quality civil legal aid for crime victims, survivors of domestic violence, and kinship caretakers, while advancing equity across Washington’s justice system.

Qualifications

  • JD required to practice law in Washington.
  • Direct or administrative civil-legal aid experience.
  • Understanding of race, bias, discrimination on marginalized communities.
  • Knowledge of courts and justice systems affecting low-income people.
  • Familiarity with Washington family law and civil protection order proceedings.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office applications (Word/Excel/PowerPoint).
  • Periodic travel in-state and out-of-state for work events.

Responsibilities

  • Monitor contractor performance and compliance, including site visits and reports.
  • Track and report service data, outcomes, and trends.
  • Translate statutory/regulatory requirements into practical guidance.
  • Help develop contracts, scopes of work, reporting tools, policies, and training materials.
  • Attend meetings and represent OCLA with provider networks.
  • Support race equity commitments through accountability across programs.
