Northrop Grumman is seeking a dynamic, energetic individual for the position of Program Cost Schedule Control Analyst Level 3 or Level 4 to join our growing team of diverse professionals on the IBCS Program. This individual will be assisting the Cost Account Management (CAM) Lead and support the day-to-day activities to budget, plan, and report on a Material budget of $70M to $100M annually for the production delivery of Major End Items.
The Program Cost Schedule Production & Material Analyst will report to the Global Supply Chain Organization and will be responsible for supporting Northrop Grumman IBCS programs in compliance with Earned Value Management System (EVMS) requirements and program implementation of Production Materials and Subcontracts.
This position will be in Huntsville, Alabama.
Responsibilities include, but are not limited to:
Responsible for manufacturing support on programs in compliance with Earned Value Management System (EVMS) requirements.
Interface with Cost Account Managers (CAM) and provide monthly Earned Value Management cost/schedule data for the IBCS program.
Cost Performance Reporting requirements utilizing the Micro frame Project Manager (MPM) tool.
Reporting variance analysis and preparing cost reviews.
Generate weekly material reports.
Develop EAC Analysis for Material and Production of the Major End Items (MEI).
Utilize SAP Material Resource Planning (MRP), transaction codes, data field elements and material business management processes to complete earned value reporting.
Support Integrated Product Teams on the MEIs.
Set up cost control system, monitor and control costs and schedules on Contracts requiring validated cost schedule control system.
Maintain Earned Value Management System (EVMS) compliance including cost/schedule integration.
Perform analyses and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
Prepare and maintain spend plans; develop and review Estimates at Complete (EACs); incorporate changes into the EVMS system to maintain cost and schedule baselines.
Assist Control/Cost Account Managers with EVMS activities including Work Breakdown Structure (WBS) development and alignment; time-phasing of tasks; developing and documenting earned value methodologies; performance measurement; estimate to complete analysis and updates and variance analysis research and reporting.
Create financial charts in support of program management and program reviews; identify cost impacts and develop recovery plans as required.
Responsible for actuals reconciliation, budget change requests and ensuring proper accounting.
Incorporate contractual changes into control systems by staying aware of outstanding work against each contract to maintain realistic contract cost and schedule baselines.
Basic Qualifications:
Program Cost Schedule Production & Material Analyst Level 3:
Will consider high school diploma or equivalent (GED) with at least 9 years of professional related experience; Bachelor’s degree with 5 years of related professional experience; OR a Master's degree with 3 years of related professional experience.
Working experience with Earned Value Management Systems (EVMS) and Cost Account Management monthly reporting.
Use of Deltek Cobra or MPM.
Proficiency with SAP or similar Material Resource Planning tool.
Proficiency with Microsoft Office Suite; Excel, Word, PowerPoint (i.e. working with pivot tables, VLOOKUP, and conditional formatting).
Program Cost Schedule Production & Material Analyst Level 4:
Will consider high school diploma or equivalent (GED) with at least 12 years of professional related experience; Bachelor’s degree with 8 years of related professional experience; OR a Master's degree with 6 years of related professional experience.
Working experience with Earned Value Management Systems (EVMS) and Cost Account Management monthly reporting.
Use of Deltek Cobra or MPM.
Proficiency with SAP or similar Material Resource Planning tool.
Proficiency with Microsoft Office Suite; Excel, Word, PowerPoint (i.e. working with pivot tables, VLOOKUP, and conditional formatting).
Preferred Qualifications:
Professional Certifications in Earned Value Management or Project Management a plus.
Proficiency of the following systems or software: Micro-Frame Program Manager (MPM) or similar project management software, w/Insight, SAP Management Project Systems Module and Business Warehouse (BW).
Experience in Finance, Procurement, Logistics, Purchasing, Subcontracting, Supply Chain Management and Production.
Salary Range: $87,000 - $130,600
Salary Range 2: $108,400 - $162,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
