RTX is seeking a Program Cost Controls Manager (M4) to lead financial management for high-visibility defense programs. The role partners with portfolio finance directors and program teams to ensure cost and schedule control with EVMS compliance.

The position is hybrid (onsite/remote) with preferred candidates near Andover, MA; other locations include Tucson, AZ; Huntsville, AL; McKinney, TX; Orlando, FL. Relocation not offered.

We are seeking a motivated Program Cost Controls Manager (M4) to help lead financial management & oversight of a highly visible, complex Indirect Fire Protection Capability (IFPC INC 2) and Medium-Range Intercept Capability (MRIC)programs. This position will partner with the portfolio finance director, Program Management, & Functional key team members to ensure flawless program implementation through cost & schedule control and EVMS compliance. You will also be responsible for driving the portfolios’ EVMS cadence, as well as being a trusted advisor to the Program Managers and functional leadership.

This role is being offered in a hybrid capacity (onsite & remote) with the preferred candidate located within a commutable distance to Andover, MA. Other allowable locations are: Tucson, AZ; Huntsville, AL; McKinney, TX or Orlando, FL. Relocation assistance is not being provided.

What You Will Do

• Lead and perform Earned Value Management (EVM) analysis, including CPI, SPI, cost and schedule variances, and development of variance explanations and corrective actions.
• Compile, validate and deliver recurring & non-recurring EV deliverables
• Lead and drive alignment of information between proposals, earned value management, estimates at complete, resource and investment management, and financial plans and forecasts
• Meet internal & external deliveries with flawless work product, providing predictable financial forecasts, briefing program & finance key team members in advance of resolution making, providing financial strategies in proposals & contract negotiations.
• Finance delegate for proposals, gate reviews, and heading up strategic discussions with the program regarding profit; discussing fee and favorable criteria to drive a fair assessment of Raytheon’s work to encourage the best outcome for the business.
• Comfortable in organizing, preparing, and presenting briefings to customers, Senior Management and peers.
• Experience recognizing process shortfalls and successfully implementing positive change.
• Lead and develop a team of 4-5 program control analysts.

Qualifications You Must Have

• Typically requires a Bachelor’s degree in Finance, Accounting, Business or a related field & a minimum of 8 years relevant experience; OR an Advanced degree in a related field & a minimum of 5 years of relevant experience
• Experience with Earned Value (EV) reporting
• Experience working with bookings/backlog, providing inputs to Annual Operating Plan (AOP), 5 year Long Range Planning (LRP), establishing initial baseline for new awards, coordinating and/or performing Estimates-at-Complete (EACs)
• Experience using Microsoft Office applications, including Excel, Word, and/or PowerPoint
• U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements

Qualifications We Prefer

• Experience supporting complex government or defense programs and working across multiple functions and organizations.
• Strong analytical and problem-solving skills with the ability to manage multiple priorities and meet critical deadlines.
• Experience using SAP, APEX, PRISM, and program management tools
• Experience with proposal & pre-proposal management
• Ability to communicate effectively with all levels of management

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
