Job description

Position Overview

The Program Cost Control Analyst – Finance (Level 3 or Level 4) in Dulles, VA supports critical national and global security missions by preparing budgets and schedules for contract work and performing financial analyses such as funding profiles, sales outlooks, cash forecasting, and variance analysis. The analyst maintains accurate records of expenditures, directs preparation for expenditure projections, and submits timely funding requests to the government.

Key Responsibilities
  • Set up cost control system and monitor costs and schedules on contracts requiring validated cost schedule control.
  • Support audits and reviews requested by programs, customers, and company management, including fact‑finding and negotiation support.
  • Perform analysis and prepare reports to ensure contracts remain within negotiated parameters and government cost‑control guidelines.
  • Execute Earned Value Management (EVM) tasks such as Work Breakdown Structure (WBS) development, budget baseline establishment, cost risk analysis/assessment, and visibility report production.
  • Develop and analyze estimates to complete cost control objectives.
  • Perform other duties as assigned.
Requirements

  • Travel: Yes, 10% of the time.
  • Schedule: 9/80 (every other Friday off). 100% onsite; telecommute not accommodated.
Basic Qualifications – Level 3
  • Bachelor’s degree with 5 years of professional experience;
  • Master’s degree with 3 years of professional experience;
  • PhD with 1 year of professional experience;
  • Or additional 4+ years of experience in lieu of a degree.
  • Active Top‑Secret/SCI clearance at time of application.
  • Experience with financial analysis or reporting.
  • Experience with MS Office Suite.
Basic Qualifications – Level 4
  • Bachelor’s degree with 8 years of professional experience;
  • Master’s degree with 6 years of professional experience;
  • PhD with 4 years of professional experience;
  • Or additional 4+ years of experience in lieu of a degree.
  • Active Top‑Secret/SCI clearance at time of application.
  • Experience with financial analysis or reporting.
  • Experience with MS Office Suite.
Preferred Qualifications
  • Degree in Finance, Economics, Accounting or Business Administration.
  • Defense industry experience.
  • Earned Value Management (EVM) experience.
  • Program Cost Control experience.
  • Experience with FAR/DFAR.
  • Experience with Costpoint, Cobra, Primavera or SAP.
