Job summary

The Osborne Association seeks a Program Coordinator to lead the Second Look Initiative in NYC. This jail-based diversion program coordinates intake, staff supervision, and collaboration with DOC, defense counsel, and court officials, with a focus on rapid release and reducing pre-trial detention.

The role requires clearance to work on Rikers Island and related facilities, a strong supervisory background, and direct caseload work with justice-involved individuals.

Qualifications

• Master’s degree in social work or related field.

Responsibilities

• Oversee the daily operations and partnerships with NYC DOC, attorneys, defense organizations, DA offices and judges.
• Recruit, train, and supervise program staff; provide feedback and professional development.
• Oversee intake screenings and verify court records; assist defense counsel.
• Monitor grant performance, intake trends, and funder reporting.
• Maintain a caseload with biopsychosocial assessments and individualized service plans.
• Prepare mitigation reports and advocate to judges and probation officers.
• Coordinate referrals to treatment and service providers; conduct outreach.
• Collaborate with Communications to market the initiative.
• In-person attendance is required.
• Perform other related duties as assigned.

The Program Coordinator leads the Second Look Initiative, a jail-based diversion program targeting cases overlooked by traditional alternatives to detention/incarceration (ATD/I) programs. The Coordinator oversees daily operations, recruits and supervises program staff, coordinates intake screenings using DOC’s daily in custody reports and also inside NYC Department of Correction (DOC) facilities, and builds collaborative relationships with defense counsel, court officials, and key criminal justice stakeholders. Additionally, the role maintains a small direct caseload, providing individualized assessment, service planning, court advocacy, and mitigation reporting to achieve rapid release and reduce pre-trial detention.

This position requires clearance by the New York City Department of Correction. Candidates must be able to obtain and maintain Department of Correction (DOC) clearance to work on Rikers Island and/or other applicable facilities operated by the Department of Correction.

Pay Range: $78,000 to $80,000

Requirements

Essential Duties:

• Oversee the daily operations and administrative functions of the Second Look. Build, expand, and maintain collaborative partnerships with NYC DOC, 18B-Panel attorneys, defense organizations (e.g., Bronx Defenders, Brooklyn Defender Services, Legal Aid Society), District Attorney offices, judges, and supervised release providers. Represent the initiative at multi-stakeholder collaborations.
• Recruit, train, and supervise program staff, including Mitigation Specialists. Provide ongoing feedback, clear goal setting, and professional development opportunities through targeted training to enhance staff knowledge and skills. Oversee record-keeping and time-tracking systems, and edit court documents and reports to maintain high work standards.
• Oversee the screening of individuals detained inside NYC DOC facilities to identify eligible diversion cases. Collect and verify court records, rap sheets, and attorney assignments; offer technical assistance to defense counsel for non-eligible cases.
• Supervise program delivery including actively monitor Second Look grant performance deliverables and intake trends to ensure maximum program utilization and enrollment target achievement. Ensure program data is accurately tracked and submitted on time to evaluate performance deliverables. Collaborate with the Program Leader and Analyst to produce monthly vouchers, quarterly narratives and assist with funder reporting.
• Maintain a caseload by conducting bio-psycho-social assessments, orienting clients, and creating individualized service plans targeting treatment, housing, and social support needs.
• Investigate social histories and corroborate records to produce comprehensive mitigation reports and written court memoranda. Advocate orally and in writing to judges, district attorneys, and probation officers.
• Execute referrals to treatment and service providers, conduct outreach visits (jail, hospital, or program settings), and monitor client program compliance to provide progress updates to the court.
• Collaborate with Communication staff to draft outreach literature and market the initiative to criminal justice decision-makers.
• In-person attendance is required to collaborate with others.
• Perform other related duties as assigned.

Minimum Qualifications:

• Master’s degree in Social Work (LMSW/LCSW strongly preferred), Criminal Justice, Forensic Psychology, or an equivalent combination of education and experience.
• Minimum of two (2) years of professional human services experience that includes direct supervisory responsibilities, particularly working with justice-involved individuals and the court system.
• Must be eligible to obtain and maintain NYC Department of Correction facility clearance to enter jails/detention centers.
• Ability to travel locally throughout the NYC area to court, Osborne offices and DOC facilities as needed.

• Proficiency in Microsoft Office Suite, database systems, and report generation.
