Program Controller

As we continue to deliver critical mission support, we are seeking a highly analytical and proactive Program Controller to join our team. As our Program Controller, you will serve as a vital link in delivering on our commitment to professional excellence. You will partner closely with Project Management Office Aircraft Survivability Equipment (PM ASE) Government stakeholders to establish baseline controls, manage financial reporting / invoicing, and control labor hour distribution scheduling to ensure our contract maintains the highest levels of quality and transparency. You will also serve as a key coordination point between the Army Contracting Command (ACC), Compatibility Program Executives (CPEs), PM ASE, and our company to ensure timely execution and reporting. This position provides day-to-day implementation and operation of diverse projects to meet established objectives and successful completion of tasks, ensuring that assigned deliverables meet or exceed client expectations. You will manage monthly Contract Data Requirements Lists (CDRL), identify staff requirements, control costs, schedule staffing hours, meet deadlines, provide deliverables, and ensure client satisfaction. A successful candidate will anticipate potential problems, identify solutions, and take corrective action. You will interface directly with our clients, acting as a primary point of contact and communication channel, and may be responsible for all staffing actions.
Core Responsibilities
- Manage the task order’s budget baseline and perform Earned Value Management (EVM) analysis.
- Forecast Estimates at Completion (EAC) to identify variances early.
- Monitor spending and resource allocation costs to ensure contract and task order integrity.
- Develop and maintain company financial management and tracking programs / items using critical path methodology.
- Track CDRL and action items from initiation through final submission, ensuring deadlines, deliverables, and requirements are met.
- Prepare and submit monthly status reports, CDRLs, invoices, key events updates, and program summaries to PM ASE management and company leadership.
- Coordinate and track activities, ensuring all documentation and results are routed to the appropriate personnel and followed through to completion, with status updates provided to company leadership.
- Coordinate schedules, calendars, and meeting logistics in direct support of company leadership, including staff calls, agenda preparation, and follow-up action tracking.
- Assist the company Travel Coordinator with processing official travel submissions and expense reports in accordance with defense travel regulations and internal policies.
- Review, format, and maintain official documentation including Memorandums for Record (MFRs), appointment memorandums, tasking memos, and other program correspondence.
- Track mitigation actions to ensure identified issues or risks are addressed, resolved, and documented.
- Maintain organized records of program activities, decisions, and approvals to support audits, compliance reviews, and leadership inquiries.
- Provide administrative and operational support to leadership and project managers to maintain continuity, readiness, and execution.
- Administer change control processes to protect scope, quality, and budget from creep.
- Translate financial metrics into clear, actionable products for company leadership and Government clients.
- Integrate into TCSI Operations managing the flow of data internally and externally including participation in Bi-Weekly Programmatic Contract Sync Meetings and Bi-Annual Procurement Management Reviews (PMR).
Education/Experience Required
- Bachelor's degree with 5+ years of combined operations and administrative experience, preferably in project controls, financial analysis, or program scheduling within a defense or government contracting environment.
- Possess an active US Secret clearance at hire.
- Proficient in Microsoft Office Suite programs, not limited to (Word, Excel, PowerPoint, Project, TEAMS).
- Possess exceptional written and verbal communication skills; ability to interact effectively with internal leadership, external partners (e.g., CPE AVN and CPE ISW), and equipment custodians.

Qualifications (Education & Years of Experience)
Education/Experience Required
- Bachelor's degree with 5+ years of combined operations and administrative experience, preferably in project controls, financial analysis, or program scheduling within a defense or government contracting environment.
- Possess an active US Secret clearance at hire.
- Proficient in Microsoft Office Suite programs, not limited to (Word, Excel, PowerPoint, Project, TEAMS).
- Possess exceptional written and verbal communication skills; ability to interact effectively with internal leadership, external partners (e.g., CPE AVN and CPE ISW), and equipment custodians.
Preferred Experience / Skills
- Advanced Excel skills (financial modeling, pivot tables) and experience using scheduling software like MS Project, Primavera P6, or Smartsheet.
- Strong understanding of Earned Value Management (EVM) principles (CV, SV, CPI, SPI).
Skills and Competencies / Duties Include
- Will be required to collaborate with government and contractor staff over multiple functional disciplines, offices, and leadership levels.

- Experience with corrective action tracking and risk mitigation processes.
- Proficiency in calendar coordination, reporting tools, and document control systems.
