Description

The City of Richmond Department of Public Utilities – Water Utility Division is seeking a qualified candidate to fill the Program & Operations Supervisor, Senior position. The selected candidate will supervise staff in the Logistics Center.

The selected candidate will be assigned to work 8am – 5:00pm and must be available to work flexible schedules, including evenings and weekends, as needed.

This is an essential position, which requires the candidate to report to work for emergency and on-call duty in response to inclement weather/natural disasters.

This position is not overtime eligible.

Responsibilities include but are not limited to:

  • Supervising all Logistics staff and their supervisors
  • Scheduling and assigning work to crews on emergency and non-emergency basis
  • Monitoring workload, overtime, and performance for proper work completion
  • Coordinating with other departments or outside agencies for safety and resource management
  • Providing accurate information to customers
  • Training, hiring recommendations, and conducting performance evaluations
  • Generating reports
  • Developing policies for dispatch personnel
  • Managing Workforce and QA/QC workflows

Qualifications and Certifications:

Minimum Training and Experience:

  • Bachelor's degree in business, public administration, or related field
  • Five years of professional experience in related area
  • Master's degree may be preferred
  • Equivalent training and experience may be considered

Licensing and Certifications:

  • Valid Driver's License and satisfactory driving record; Virginia Driver's License within 30 days of hire

Preferred Experience:

  • Minimum 5 years supervisory experience
  • Experience in emergency communications, utilities, or logistics
  • Proficiency in Microsoft Office Suite

Knowledge, Skills, and Abilities:

  • Data analysis and management
  • Communication and coordination skills
  • Experience with electronic databases and software
  • Emergency communication procedures
  • Project and workforce management

Additional Requirements:

  • Ability to supervise and motivate staff
  • Problem-solving and decision-making skills
  • Ability to handle stressful situations
