Job description

The position is responsible for oversight and coordination of all functions related to the execution of MCC, a centralized, worldwide, multi-service website application that automates access to military and community-based CY programs. The incumbent manages all aspects of design, development, and implementation of the MCC system, serving approximately 3,000 program users and 50,000 families at any given time.

Duties include but are not limited to:

  • Overseeing system development and implementation.
  • Managing project lifecycle from planning to execution.
  • Coordinating with stakeholders and team members.

Requirements

  • Must pass all applicable records and background checks.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must be able to obtain and maintain a Secret Clearance.

Qualifications

In order to qualify, resumes must demonstrate sufficient experience and/or education, knowledge, skills, and abilities relevant to the duties of the position. Applicants are encouraged to be clear and specific in describing their experience.

  • Four or more years of specialized experience in program management supporting child and youth programs, including project lifecycle management such as planning, requirements gathering, solution development, and implementation.
  • Knowledge of project management practices related to automated systems development, process administration, and leading teams through change.
  • Knowledge of MCC and other IT systems supporting military child care programs.
  • Understanding of DoD policies, goals, and programs related to CYP issues of military members.
  • Knowledge of business functions, policies, resources, and analytical processes.
  • Familiarity with qualitative and quantitative methods for program assessment and improvement.
  • Understanding of EEO policies, goals, and implementation in diverse program operations.
  • Effective communication skills for engaging patrons and senior leadership.
  • Experience in developing and conducting program reviews and improvements.
  • Ability to design, develop, and manage systems to meet current and future requirements.
  • Skill in teamwork, project planning, and cross-team collaboration.
  • Experience in managing contract teams and ensuring internal controls.
  • Ability to determine training needs, develop materials, and deliver training sessions.
  • Effective oral and written communication skills.
  • Conflict resolution skills.
  • Ability to exercise managerial authority to accomplish the mission.
