Job summary

Clear Creek Federal in the Seneca Nation Group portfolio seeks a Program Analyst to support the ARAT program office with manpower reports, financial records, and briefing charts. You will function in an Agile/DevSecOps setting to help ensure accurate reporting and robust data handling.

The role requires 2–4 years in program management, DoD clearance, and travel to Aberdeen Proving Ground, MD. Collaboration across engineering, staff, and management is essential for monthly reporting and archival

Qualifications

  • Bachelor's degree in engineering, computer science, or a related technical discipline.
  • 2–4 years of relevant program or project management experience.
  • Active DoD Secret clearance required at time of application.
  • Willingness to travel to Aberdeen Proving Ground, MD.

Responsibilities

  • Prepare manpower reports, financial records, and briefing charts for the ARAT program office.
  • Quality assurance, tracking, and archiving of travel requests and trip reports.
  • Execute and maintain CAC tracking, handling PII per Army requirements.
  • Support monthly financial reporting and assemble data for MBR and POM review packages.
  • Capture and publish meeting minutes across the annual meeting rhythm.
  • Maintain document version control and file plan discipline for program records.

About the Program

The U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center, Intelligence Electromagnetic Warfare and Sensors (IEW&S) Directorate, operates the Army Reprogramming Analysis Team (ARAT) at Aberdeen Proving Ground. ARAT builds, tests, and distributes mission software for fielded electromagnetic warfare systems, including the AN/APR-39 radar warning receiver family, the AN/APR-48A/B Modernized Radar Frequency Interferometer, the Aircraft Gateway Processor on the AH-64, and the AN/VLQ-12 CREW Duke. ARAT targets its mission software products to 14 geographic areas of responsibility across six combatant commands.

The ARAT Innovation Initiatives effort modernizes that infrastructure: browser-based threat modeling in the Signal Modeling Framework, automated RF hardware-in-the-loop testing through the Unified Test Automation Suite and software-defined radios, an automated Air/Terrestrial Testbed, test data warehousing, automated mission data product generation, and the ASPEN software distribution portal across NIPR, SIPR, and JWICS. Work is executed in Agile sprints with DevSecOps practices in a Government-approved GitLab environment.

Position Summary

The Program Analyst provides administrative and business-management support to the ARAT program office, preparing manpower reports, financial records, and briefing charts. The role performs quality assurance, tracking, and archiving of travel requests and associated trip reports, and executes and maintains Common Access Card tracking. It supports monthly financial reporting across all ARAT-funded activities and assembles the data that feeds the Monthly Status Report and POM review packages.

Key Responsibilities
  • Prepare manpower reports, financial records, and briefing charts for the ARAT program office.
  • Perform quality assurance, tracking, and archiving of travel requests and associated trip reports.
  • Execute and maintain Common Access Card tracking, handling personally identifiable information in accordance with Army records and privacy requirements.
  • Support monthly financial reporting across all ARAT-funded activities and assemble the data that feeds the Monthly Status Report and Program Objective Memorandum review packages.
  • Capture and publish meeting minutes across the annual meeting rhythm, including engineering briefs, staff briefings, financial meetings, and ad hoc sessions.
  • Maintain document version control and file plan discipline for program records.
Required Qualifications
  • Bachelor's degree in engineering, computer science, or a related technical discipline.
  • 2 to 4 years of relevant professional experience in program and project management.
  • Active DoD Secret clearance at time of application.
  • Position-specific training beyond the common set: Identifying and Safeguarding PII. CAC tracking involves PII. Records management where the analyst maintains ARAT financial records.
  • Ability to travel to Aberdeen Proving Ground, Maryland for reviews and integration events. Contractor location carries flexibility for this position.
Preferred Qualifications
  • Lean Six Sigma Yellow/Green Belt.
  • Microsoft Office Specialist (Excel Expert).
  • Power BI Data Analyst Associate (PL-300).
  • Familiarity with Army financial systems, including GFEBS, and with the Defense Travel System.
  • Experience supporting a Government program office in an administrative or business management capacity.
Technical Skills and Tools

Financial and manpower report preparation; travel request QA and trip report archiving; CAC lifecycle tracking; meeting minute capture (DI-ADMN-81505); PowerPoint briefing production; Excel modeling and pivot tables; records and file plan discipline; document version control.

Vendor and tool training that carries weight: GitLab; Microsoft Excel and Power BI; Army financial systems (GFEBS familiarity); DTS for travel QA.

Security and Training Requirements
  • An active DoD clearance at the level shown above is required. Secret is the floor across this contract.
  • A signed non-disclosure agreement is required before start of performance.
  • Common Access Card issuance runs approximately 24 hours; full network and facility access typically takes three to four business days after in-processing.
  • Every position carries the universal DoD and Army training set, completed at start of performance and refreshed on the Army cycle: DoD Cyber Awareness Challenge, Threat Awareness and Reporting Program (TARP), annual security refresher, insider threat awareness, controlled unclassified information handling, Antiterrorism Level I, iWATCH briefing, ATCTS registration, and installation access processing.
