Job summary

Socket.dev is seeking a Program Analyst to provide analytical, evaluative, and process improvement support for PRE mission operations and related policy documentation. The role focuses on real property projects, overseas portfolios, and cross‑office coordination to meet program standards.

The candidate will analyze legislation and guidance, prepare summaries, and assist in drafting review materials for senior officials.

Responsibilities

  • Provides analytical, advisory, and administrative support for Bureau management programs, including program planning, budgeting support, acquisition planning support, and preparation of reports for internal and external stakeholders.
  • Coordinates with customers to gather, clarify and validate project requirements, ensuring submissions reflect operational needs and priorities.
  • Supports research and studies to provide analytical input for headquarters, domestic offices, and overseas posts.
  • Analyzes legislation and policy guidance to assess impacts and prepares summaries and recommendations for officials.
  • Assists in drafting materials for review and approval by Bureau officials.
  • Prepares briefing materials, presentations, and supporting documentation for senior leadership review.
  • Compiles and organizes data used in planning processes, including inputs supporting budget and program resource planning.

Job description

The purpose of this task order is to provide program office management with consulting services as outlined below to support the program office and its mission efficiently and effectively.

The Program Analyst provides analytical, evaluative, and process improvement support for PRE mission operations, quality assurance activities, and policy-related documentation. Supports efforts to assess and improve the efficiency and effectiveness of operational processes and work products across the organization. Assists in developing and maintaining quality assurance tools, metrics, and reporting mechanisms used to monitor the consistency and quality of planning, advisory, and transactional documents and related activities within PRE. Supports the collection, analysis, and reporting of performance data to help identify trends, risks, and opportunities for improvement in program operations.

Job Duties:
  • Provides analytical, advisory, and administrative support for Bureau management programs, including program planning, budgeting support, acquisition planning support, and preparation of recurring and ad hoc reports for internal and external stakeholders, with a focus on real property projects and transactions supporting the overseas portfolio.
  • Coordinates with customers to gather, clarify and validate project and transaction requirements, ensuring submissions reflect operational needs, align with established priorities, and meet program standards.
  • Coordinates with Department-level offices (e.g., Program and Policy Planning, Budget, Acquisition, and Legislative Affairs) to gather information, clarify requirements, and support program execution activities.
  • Conducts research and participates in studies, individually or as part of teams or working groups, to provide analytical input supporting headquarters, domestic offices, and overseas posts, including analysis of project requirements, feasibility and portfolio considerations.
  • Analyzes legislation, executive orders, Departmental policies, and guidance to assess potential impacts on Bureau program activities and prepares summaries, findings, and recommendations for review by authorized government officials.
  • Supports the development of policies, issuances, and directives by researching requirements, compiling background information, and assisting in drafting materials for review and approval by authorized Bureau officials.
  • Assists in tracking policy-related issues affecting Bureau missions and functions.
  • Reviews proposed legislation, executive orders, and Departmental guidance to identify potential impacts on Bureau operations and prepares draft analyses and recommendations for management consideration.
  • Supports planning and coordination activities through preparation of briefing materials, presentations, reports, and supporting documentation for senior leadership review.
  • Compiles and organizes data used in planning processes, including inputs supporting budget and program resource planning.
  • Reviews submissions for completeness, consistency, and adherence to instructions and prepares summaries for review by authorized officials.
  • Maintains planning documentation and updates as directed.
  • Participates in meetings, briefings, and conferences in a support capacity.
  • Prepares notes, summaries, and written reports documenting discussions, key points, and action items for internal use.
  • Collaborate with staff, leadership, customers, and stakeholders across the Directorate to support program activities.
  • Performs other related duties as assigned.
  • Required to be a United States citizen.
  • Mastery of advanced management and organizational skills, including the application of a wide range of qualitative and quantitative methods, to develop processes and measurable indicators for maintaining, improving, and assessing program effectiveness.
  • Comprehensive knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving
  • the Bureau’s program planning, budgeting, contracting, evaluation or other activities related to accomplishing its mission.
  • Experience compiling, validating, and managing data to support project planning processes, reporting and decision-making.
  • Ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
  • Ability to communicate in writing to develop policy, guidance, instructions, and reports of findings and recommendations.
  • A bachelor’s degree from an accredited institution and nine (9) years of related experience.
  • Must be able to obtain a Secret Security clearance
  • Must be able to travel internationally
  • Must be able to be in office 5 days a week
