Qualifications

Program Analyst II (Federal Programs)

Location: Washington, DC 20416 (On-site)
Pay: $34–$46/hour | Listed annual salary: $70,000–$95,000, commensurate with experience and qualifications
Job Type: Full-time contract | 2 openings
Anticipated Start: October 6, 2026
Duration: 12 months, with potential annual extensions subject to Government option periods and Task Order authorization.
Schedule: Monday–Friday, generally 8 hours/day, 40 hours/week, within the 6:30 AM–6:00 PM ET service window.
We are seeking mid-level Program Analysts to support the U.S. Small Business Administration (SBA), Office of Capital Access (OCA), Office of Credit Risk Management (OCRM), independently handling analytical assignments and contributing to program evaluation and reporting.

Key Responsibilities

• Analyze quantitative and qualitative program and operational data to identify trends, issues, and recommendations.
• Develop productivity and effectiveness measures; maintain dashboards, scorecards, and performance reports.
• Support financial reporting for OCA lending and lender-oversight programs.
• Evaluate operations, workload, performance, and outcomes; support program evaluations and basic cost-benefit and cost-effectiveness analyses.
• Coordinate complex projects or workstreams and track project actions.
• Compile, validate, reconcile, and analyze data from multiple sources; help identify system and data requirements.
• Prepare analytical workpapers, reports, charts, tables, and presentations; maintain supporting documentation and coordinate with Government personnel and stakeholders.

Requirements

• Relevant bachelor’s-level education in Public Policy, Public Administration, Business Administration, Economics, Finance, Statistics, Data Analytics, or a closely related field.
• Typically 2–3 years of specialized experience in program/management analysis, performance measurement, business/data analytics, or coordination of complex projects.
• Ability to independently complete analytical assignments with limited supervision.
• Strong Microsoft Excel skills, including pivot tables, lookup functions, conditional formulas, charts, and summary statistics.
• Knowledge of program evaluation, KPIs, outcome indicators, and basic cost-benefit and cost-effectiveness analysis.
• Strong analytical writing, communication, organization, and reporting skills.

Preferred

Relevant master’s degree and familiarity with federal programs, particularly capital access or lending.
