Qualifications

Overview

The Program Analyst Foreign Military Sales (FMS) reviews all FMS cases within respective country portfolio for accuracy, appropriateness of sale, level of disclosure, and long-term supportability.

The Program Analyst Foreign Military Sales (FMS) reviews all FMS cases within respective country portfolio for accuracy, appropriateness of sale, level of disclosure, and long-term supportability.

Responsibilities

  • Coordinate with other Army Staff elements, the Defense Security Cooperation Agency (DCSA), the Defense Technology Security Administration (DTSA), the Joint Staff, Geographic Combatant Commands, OSD Policy, and the Depart of State (DoS) as required on all aspects of the FMS program within assigned portfolio of countries.
  • Support Government personnel with the reviewing and staffing 36(b) Congressional Notifications Price and Availability (P&A) data and sensitive FMS cases prior to forwarding to DSCA.
  • Support Government personnel with the reviewing and staffing of Co-production Memoranda of Understanding (MOU), amendments, and supporting documents.
  • Support Government personnel in the reviewing and staffing of non-recurring cost recoupment charges
  • Support Government personnel in the preparation of trip books, information papers and briefings to support key General Officer/Senior Executive Service (GO/SES) meetings with foreign counterparts, conference attendance, and other meetings.
  • Support Government personnel in the reviewing and staffing of actions involving foreign disclosure and technology transfer as they apply to FMS

Qualifications

Required:

Bachelor's Degree

6 years experience

Requires working knowledge in the foreign military sales process.

Requires Secret clearance.
