Overview
Integral Federal is seeking a Senior Program Manager (PM) to lead the execution of a high-profile U.S. Army contract supporting the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC). The PM will oversee contract performance across a multi-disciplinary team and act as the senior liaison to the Government, ensuring compliance with complex security cooperation tasks including Foreign Military Sales (FMS), armaments cooperation, technology transfer, and policy support.
The ideal candidate will have experience supporting business growth efforts (capture and proposals) and have relationships within US Army. This is primarily a remote position, but the employee is expected to visit the client site in Arlington, VA as needed and is expected to work at the corporate HQ in Tysons, VA as required for back-office activities. The employee should be local to the Washington DC area.
Responsibilities
- Serve as the primary point of contact for DASA DEC, managing all cost, schedule, and performance requirements under the contract.
- Lead and oversee a diverse team of subject matter experts, analysts, and technical staff supporting over ten major task areas (e.g., technology transfer, acquisition, strategy, training).
- Coordinate delivery of all CDRL deliverables and reports in accordance with PWS requirements.
- Manage day-to-day operations, including subcontractor coordination, staffing, and workflow prioritization.
- Direct engagement in Army FMS case development, arms export licensing, technology security, and disclosure processes.
- Serve as the primary point of contact for DASA DEC, managing all cost, schedule, and performance requirements under the contract.

- Ensure compliance with U.S. statutory and DoD directives, DD254 requirements, OPSEC, AT/FP, and Army information assurance policies.
- Maintain strong relationships with key stakeholders across ASA(ALT), DSCA, PMOs, Joint Staff, and Combatant Commands.
- Provide input to strategic planning, training programs, audit readiness, and system modernization initiatives.
- Participate in internal/external meetings, program reviews, and leadership briefings as required by the COR or Contracting Officer.
- Manage all P&L aspects of the project and work with corporate management on risk management and business growth activities
- Responsible for the performance management of all staff
- Responsible for developing and maintaining relationships with key client stakeholders
Qualifications
Required:
- Bachelor’s degree (may be waived with 10+ years of relevant experience in Security Cooperation/Security Assistance).
- 6+ years of program management experience supporting complex DoD security cooperation or international programs.
- Exceptional leadership, organizational, and customer engagement skills.
- Proven track record in managing complex government contracts.
- Demonstrated experience successfully managing client relationships
- Demonstrated experience managing employees (performance management and mentoring)
- Excellent communication skills, with the ability to engage technical and non-technical stakeholders, lead customer interactions, and prepare executive-level briefings
- Active TOP SECRET/SCI clearance at time of application.
Preferred:
- Demonstrated expertise in FMS case lifecycle management, disclosure processes, export controls (ITAR/EAR), and international armaments cooperation.
- PMP or DAWIA Program Management certification.
- Experience working with DSCA, ASA(ALT), or equivalent DoD-level organizations.
- Knowledge of Army/ECS, T2DS2, and A/ECS systems.
