A proven Navy program management background and ability to simplify complex technical problems are essential. The role requires a US Citizenship, an active Secret clearance, and strong coordination across DoD and industry to enable milestone achievement and budget execution.

Qualifications

  • Bachelor's degree required in a relevant field.
  • 10+ years managing complex technical programs.
  • Experience supporting US Navy or Joint acquisition programs.
  • Knowledge of Navy POM, budget planning cycles, and PBIS.
  • Strong written and verbal communication skills.

Responsibilities

  • Provide program management and acquisition guidance to the Navy Program Manager.
  • Support development of acquisition plans, strategies, cost estimates, budgets, and schedules.
  • Coordinate cross-functional teams across DoD and industry to deliver technical solutions.
  • Develop COAs and recommendations for milestones and reviews.
  • Draft briefings, staffing plans, and monthly program reviews.
  • Track actions and maintain continuity of accountability with SMEs.

Mayvin is seeking a Program Analyst/Action Officer - NAVSEA to provide strategic programmatic, technical, and acquisition guidance directly supporting a Navy Program Manager across a complex portfolio of manned and unmanned Explosive Ordnance Disposal (EOD) projects. The ideal candidate will possess a distinguished background in Navy program management, with demonstrated success in creating simple solutions to complex technical problems, generating acquisition strategies, and developing, justifying, and managing high-visibility budgets. We are looking for a proactive, strategic leader who can break down silos across cross-functional organizations, champion continuous process improvement, and directly ensure the operational success of vital national security assets.Must be a U.S. Citizen.Must have an active Secret Clearance.Responsibilities:Provide critical support assisting the Program Manager and Asst Program Manager run all aspects of their programSupport the generation of acquisition plans and strategiesDevelop cost estimates, budgets, and schedulesHelp coordinate cross-functional teams from government and industry to facilitate the delivery of reliable, scalable technical solutionsDevelop and propose Course Of Actions (COAs) and recommendationsDraft and prepare briefings, staffing plans, monthly reviewsTrack actions/minutes and maintain continuity of accountabilityCollaborate with Subject Matter Experts (SMEs) to gather requirements, align priorities, and support milestone achievementBuild and maintain strong relationships with key stakeholders across DoW and industry to inform capability development and milestone planningRequired Qualifications:Bachelor degree in Engineering, National Security, Management, or relatedMinimum 10 years of experience managing complex and technical programsMinimum 3 years of experience supporting a US Navy or Joint acquisition programExperience with the Navy POM, Budget planning cycle, and PBISExposure to Navy EOD operationsKnowledgeable in Navy Acquisition processAbility to generate, evaluate, and guide technical reports, briefings, and other stakeholder communicationsStrong written and verbal communication skillsStrong organization and time management skills with the ability to quickly turn-around requestsFlexible and readily adaptable to changing responsibilitiesAbility to attend and organize program reviews/site visits/field testsDemonstrated proficient in Microsoft Office Suite, with emphasis on Microsoft Word, Excel, PowerPoint, and familiarity with MS ProjectPreferred Qualifications:NAVSEA experiencePrior US Navy Active Duty serviceMinimum 5 years of experience with Navy EOD operationsAbility to engage stakeholders and collaborators across various DoD agencies and servicesSelf-starter who is willing to both take the lead and provide support in a team role in a complex, fast-paced, cross-disciplinary work environment.PMP or DAWIA certificationAbout Mayvin:Mayvin is more than a workplace—it’s a community built on innovation, ingenuity, and impact.
