Overview

Please note that this position is contingent upon the successful award of a contract currently under bid.

A leader in cutting-edge research and technology in the cyber arena, CPMG focuses on using business drivers to guide cybersecurity activities and manage risk. CPMG offers flexible, integrative solutions for Department of Defense (DoD) contractors, among others, and specializes in cybersecurity, information and operational technology, electronic security surveillance, and support services.

Summary:

The Program Analyst will perform the gamut of Action Officer duties supporting the WHA/MA Director, Deputy Director, and WHA/MA team in providing programmatic, research, analysis, and inter-departmental and inter-agency coordinating support for region and country-specific policy development, alignment, and implementation of migration-related policies and activities.

Responsibilities

Essential Job Functions:

• Maintain a broad, deep, and current understanding of the administration's migration policy, and stay abreast of policy changes or new initiatives that affect the Department of State's interests in illegal migration from the Western Hemisphere to the U.S. southern border and from outside the region into the Western Hemisphere.
• Draft and clear to senior office leadership, briefing memos - often on short notice - to prepare principals for regular senior leadership Department, interagency, and White House meetings on migration issues.
• Draft and clear to senior office leadership, reports of interagency progress on key milestones in the administration strategies to stop illegal immigration to the U.S. southern border and to remove individuals illegally present in the United States.
• As part of the WHA/MA team, assist with leading WHA's coordination within the Bureau, as well as with PRM, INL, and DHS, on negotiating and implementing arrangements with partner governments regarding the repatriation of individuals illegally present in the United States.
• Participate in meetings, including interagency committees and with external stakeholders from civil society, for migration-based programs.
• As part of the implementing the administration's migration policy, advise the Western Hemisphere Bureau's Public Affairs Unit and regional desks and posts in public messaging to deter illegal migration to the U.S. southern border.
• Monitor political, economic, and migration-related communications at both the classified and unclassified secret level developments in the Western Hemisphere that affect administration migration policy, providing assessments, analyses, and support to WHA/MA and the Bureau, including but not limited to assembling briefing books, drafting reports, clearing thematic and regional paper to contribute to well-coordinated U.S. government policy and program recommendations to the WHA/MA office and Bureau leadership.
• Collate, analyze, and report on interagency information and statistics on migration.

Qualifications

Necessary Skills and Knowledge:

• Excellent English verbal and written communication skills adequate to prepare and present analyses and recommendations, and draft cables, official memos, and reports.
• Strong writing and analytical skills, ability to think critically, and attend to details.
• Ability to manage multiple tasks under tight deadlines, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural and virtual team environment.
• Ability to work independently to assess priorities and coordinate daily requirements with minimal supervision
• Proficiency in speaking and reading Spanish.

Minimum Qualifications:

• Bachelor's degree from an accredited institution in a relevant field such as international studies, affairs, or development, or related program.
• Ability to obtain and maintain a Secret Clearance.
• Demonstrated minimum of four years (two years with master's degree) of combined work experience in international affairs settings, including working with NGOs or U.S. embassies abroad, with migration-related organizations or thinktanks. A graduate degree in international studies or other relevant fields is acceptable in lieu of two years of experience.
• Demonstrated experience working with Microsoft office products to create professional and comprehensive documents.
• As demonstrated by experience or educational attainment excellent English verbal and written communication skills adequate to prepare and present

Preferred Qualifications:

• Master's degree from an accredited university in a related field.
• Current Secret clearance.
• Knowledge of research and analytical methods to validate, evaluate, and interpret information obtained from a variety of sources.
• Experience promoting objectives related to implementing U.S. policy in a multi-stakeholder environment.

Pay and Benefits

The pay range for this position is $115,000.00 to $128,000.00 annually.
