Program Analyst

About the Role

Culmen International is hiring a Program Analyst to support the Research Directorate at the National Geospatial-Intelligence Agency (NGA) onsite in Springfield, VA. The contractor will assist NGA Research in leading GEOINT research, performing scientific research, and transitioning innovative concepts to solve hard problems for NGA, NSG, ASG, IC, and DoD. This is a future opening; positions may not be immediately available.

What You'll Do in Your New Role
  • Coordinate with national program managers and facilitate technical exchange meetings.
  • Communicate with scientists and project teams; report project statuses monthly to NGA Research International Relations POC.
  • Support government leadership in international G2G relationships, including meetings, materials, briefings, travel, and occasional non-standard hours.
  • Monitor technical project statuses to enable coordination with international partners.
  • Ensure compliance with DoD and IC policies on international cooperation, acquisition, disclosure, and technology transfer.
  • Assist in forecasting, tracking, and updating funding commitments and obligations for budget reviews.
  • Support program reviews, including annual and quarterly reviews.
  • Help prepare Program Build and CBJB/IPBS descriptions; update financial tracking spreadsheets and input data into budget software.
  • Utilize knowledge of RDT&E budget codes and policies for planning and budgeting activities.
  • Generate custom financial reports for presentations and meetings.
  • Develop understanding of threats to NGA Research programs and assist in vulnerability assessments and risk evaluations.
  • Participate in staff meetings, technical reviews, working groups, and management reviews.
Required Qualifications
  • Active Top Secret clearance
  • Bachelor's degree (technical) or 36 credit hours in a technical curriculum
  • 15 years of experience for senior level; 10 years for mid-level; 5 years for junior-level
  • Willingness to sit for CI-Poly
