Job summary

COMNAVSURFLANT in Norfolk, VA seeks a Program Analyst in the Warfighting Requirements and Assessment (N8) Second Subdivision to develop and implement the Surface Force capabilities plan. You will advise on long- and short-term budget proposals and align N8 goals with CNSP and CNSL strategies.

The role requires US citizenship, security clearance, and willingness to travel for mission support across CONUS/OCONUS.

Qualifications

  • Experience applying knowledge of DON, OPNAV, USFF and COMNAVSURFOR Surface Warfighting Requirements Programs goals and objectives, and informing decision makers.
  • Experience applying mastery knowledge of the Federal Budget Process and DoD PPBES regulations to prepare long-range and short-range guidance.
  • Experience with DoD acquisition systems and PPBE to track funding changes across cycles.

Responsibilities

  • Develop, communicate, recommend approval, and implement the Surface Force capabilities plan.

  • Ensure N8 goals align with CNSP and CNSL strategic plans and objectives.
  • Assess warfighting effectiveness of capability gaps using IPCL recommendations.
  • Develop TIPL of 1-N systems for Echelon I funding and sponsor support.
  • Collaborate with N8 SME on S/T initiatives and fleet experiments.
  • Maintain liaison with OPNAV, USFF, TYCOMs and other agencies for capability collaboration.
  • Coordinate with N8 Future Force Transition Lead on new acquisition requirements.
  • Assure validity and timeliness of Baseline Configuration Change Plan data and related assessments.

You will serve as a PROGRAM ANALYST in the WARFIGHTING REQUIREMENTS AND ASSESSMENT (N8) SECOND SUBDIVISION of COMNAVSURFLANT.

You will serve as a PROGRAM ANALYST in the WARFIGHTING REQUIREMENTS AND ASSESSMENT (N8) SECOND SUBDIVISION of COMNAVSURFLANT.

Duties
  • You will develop, communicate, recommend approval, and implement the approved Surface Force capabilities plan.
  • You will provide input to N8 POM planning, programming, budgeting, and execution system (PPBES) SME on long and short-range budgetary proposals to support Echelon II command actions.
  • You will ensure that N8 directorate goals and objectives are aligned to CNSP and CNSL strategic plans, goals, and objectives.
  • You will determine best methods to assess and analyze warfighting effectiveness of capability gaps, based on IPCL annual recommendations.
  • You will develop TYCOM Integrated Prioritized List (TIPL) of 1-N systems for Echelon I resource sponsor funding.
  • You will utilize results of TIPL development to collaborate with the N8 Science and Technology (S/T) Subject Matter Expert (SME) on the identification and development of S/T initiatives, and Fleet experimentation and exercises.
  • You will maintain liaison with points of contact at OPNAV, USFF, TYCOMs, Numbered Fleet Commands, System Commands, other Federal departments and agencies, industry and academia for the collaboration of emerging capabilities.
  • You will ensure coordination with N8 Future Force Transition Lead regarding new acquisition requirements.
  • You will assure the validity and timeliness of Baseline Configuration Change Plan (BCCP) data, system wholeness assessments, and related capabilities assessments.
Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • The incumbent is required to be medically screened before embarking on a U.S. Naval ship and complete USFFC/CPF Form 6320-1. This incumbent will be embarking on ships/military vessels for periods over 24 hours.
Qualifications
  • Experience applying knowledge of DON, OPNAV, USFF and COMNAVSURFOR Surface Force Warfighting Requirements Programs goals and objectives, the sequencing and timing of key program events, and milestones and methods of evaluating the worth of program accomplishments in order to inform COMNAVSURFOR/CNSL N8 and influence decision makers at Echelon I and II Navy Headquarters.
  • Experience applying mastery knowledge of all aspects of the Federal Budget Process and the DoD PPBES regulations, guidelines and process and applying a thorough knowledge of the COMNAVSURFOR and CNSL ship operations and readiness, acquisition, and management process to prepare long-range (5+years) and short-range planning guidance in accordance with broad USFF, and DON program policies and objectives.
  • Experience applying mastery knowledge of the DOD acquisition Management System, DOD Requirements Generation System; and DOD and Navy PPBE System as well as a mastery knowledge of the methodologies of these three DOD systems in order to track day-day changes in funding across the PPBE decision cycle for CNSL and COMNASURFOR priorities.
  • Experience applying knowledge of disciplines in management, budget, contracting, manpower, personnel and quantitative analysis, analytical ability and knowledge of techniques, processes, and procedures involved in developing, costing, implementing, operating, and evaluating Navy facilities, organizational structures and resource requirements is used to analyze force development and ship modernization proposals for meeting COMNAVSURFOR and CNSL requirements while providing best overall.
