Role Overview & Key Responsibilities

The Program Analyst supports data-informed decision making and program evaluation efforts across WEDC. This role helps strengthen the organization’s ability to measure outcomes, understand economic development trends, and assess the impact of investments and programs throughout Wisconsin. Working across divisions, the Program Analyst transforms data into actionable insights that support strategic planning, continuous improvement, and organizational effectiveness. In this role, you will:



  • Conduct quantitative and qualitative analysis to evaluate program performance, economic trends, and project outcomes

  • Develop reports, dashboards, and other tools that support data transparency and informed decision making

  • Research and apply program measurement and evaluation methodologies to assess organizational impact

  • Collaborate with cross-functional teams to improve data collection, governance, and reporting processes

  • Communicate findings and recommendations to stakeholders across the organization

  • Support continuous improvement initiatives by integrating evaluation and assessment into program operations

  • Utilize diverse data sources to analyze the effects of investments related to business growth, property development, and community development


Qualifications


  • Bachelor’s degree in business, economics, public policy, community planning, or another quantitative field, or equivalent relevant experience

  • Three or more years of experience in program evaluation, data analysis, economic analysis, public policy, data management, or a related field; a master's degree may substitute for experience

  • Experience working with data processing, statistical analysis, and data management tools

  • Strong analytical, research, problem-solving, and quantitative skills

  • Excellent written and verbal communication skills with the ability to present complex information clearly

  • Strong project management and organizational skills with attention to detail

  • Interest in economic development and economic trends impacting Wisconsin communities and businesses

  • Occasional statewide and national travel (less than 20%)
