Job summary

Air Force Civilian Service (AFCS) is seeking an ICBM Capabilities Analyst at Offutt AFB in Bellevue, Nebraska. You will analyze issues, develop recommendations, and determine policies, regulations, and procedures to support USSTRATCOM program objectives.

The role requires handling sensitive information and may require a Top Secret/SCI clearance. This is a Direct Hiring Authority position with competitive annual pay and federal benefits.

Qualifications

  • Knowledge/experience in ICBM logistics, planning, and operations to develop program requirements and assess plans.
  • Ability to use qualitative and quantitative methods to improve command-level plans and programs.
  • Skill in designing studies, communicating findings to senior leaders, and negotiating with senior analysts.
  • Experience organizing and negotiating recommendations involving substantial resources.
  • Strong written and oral communication skills for complex issues.

Job description

The Air Force Civilian Service (AFCS) is looking for an ICBM Capabilities Analyst (NH-0343-03) to work at the USSTRATCOM/J8 Offutt Air Force Base, Located in Bellevue, Nebraska.

In this position you will analyze, evaluate issues, develop recommendations, and determine necessary policies, regulations, directives, doctrine, and procedures in support of major command program(s) in United States Strategic Command (USSTRATCOM).

This is a Direct Hiring Authority (DHA) position.

Salary Range is $89,507 - $138,369 Annually based on experience.

Military retirement is non-taxable in Nebraska.

Relocation Allowance may be authorized.

A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.

Recruitment Knowledges, Skills, And Abilities (ksa)

  • Knowledge and experience of a wide range of ICBM logistics, planning, and/or operations sufficient to develop program requirements, assess adequacy of program plans in meeting USSTRATCOM objectives.
  • Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as advocating future concepts; mission capability needs; PPBE; JCIDS; acquisition; special operations, Program review, and System Requirements Review.
  • Knowledge of command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
  • Skill in designing and conducting comprehensive studies to evaluate an assigned program’s effectiveness and efficiency, preparing solutions to resolve substantive problems, and the ability to communicate findings to senior leaders.
  • Ability to plan, organize, and negotiate effectively with senior analysts and management for the identification, consideration, and resolution of issues that involve substantial resources and require extensive changes in established concepts and procedures.
  • Skill in designing and conducting comprehensive studies to evaluate an assigned program’s effectiveness and efficiency, preparing solutions to resolve substantive problems, and the ability to communicate findings to senior leaders.
  • Ability to plan, organize, and negotiate effectively with senior analysts and management for the identification, consideration, resolution, acceptance, and implementation of recommendations for issues that involve substantial resources and require extensive changes in established concepts and procedures.
  • Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
