What we are looking for:

We are seeking a curious, organized, and personable Program Analyst to support risk assessment initiatives and projects within the Department of Homeland Security (DHS). In this role, you will help federal clients and their partners evaluate risks, strengthen preparedness, and make informed decisions through research, analysis, stakeholder engagement, and facilitated assessments.

This is an opportunity for someone who enjoys working with people just as much as working with data. You'll help coordinate and facilitate stakeholder discussions, support risk assessment activities, analyze information, and translate findings into clear, actionable recommendations. Over time, you'll build subject matter expertise and take on greater responsibility leading assessment sessions and supporting additional client initiatives.

The ideal candidate is a strong communicator and natural problem-solver who brings attention to detail, a growth mindset, and a willingness to jump into new challenges. You don't need to arrive as a risk assessment expert. We're looking for someone who is eager to learn, comfortable engaging with diverse stakeholders, and excited to develop both their analytical and consulting skills.

What you’ll do:

  • Support DHS risk assessment projects, helping clients evaluate vulnerabilities, understand potential impacts, and identify opportunities to strengthen security and preparedness.
  • Learn and apply risk assessment methodologies, tools, and processes to support consistent, high-quality assessments.
  • Coordinate and support stakeholder workshops, working sessions, and assessment activities, with opportunities to grow into a lead facilitator role.
  • Engage with federal clients, industry partners, and other stakeholders to coordinate activities, gather information, and build productive working relationships.
  • Prepare for and facilitate discussions with diverse audiences, helping participants navigate complex topics and reach informed conclusions.
  • Conduct research and analysis to support assessments, including gathering background information, reviewing relevant data, and synthesizing findings.
  • Organize, analyze, and present data using Excel and other analytical tools, with opportunities to support data visualization and reporting through Power BI.
  • Develop clear, polished, client-ready deliverables, including presentations, reports, briefing materials, assessment summaries, and recommendations.
  • Manage project coordination and logistics, including scheduling, stakeholder outreach, meeting preparation, travel coordination, and follow-up activities.
  • Maintain accurate project trackers, documentation, and status reports to support timely delivery and effective communication with clients.
  • Support the development, testing, and continuous improvement of assessment tools, processes, and supporting materials.
  • Collaborate with team members to identify challenges, recommend improvements, and support evolving client priorities and project needs.
  • Contribute to additional research, analytical, and program management initiatives across Partner Forces' federal consulting portfolio.

Qualifications

  • Must be a U.S. citizen and able to obtain and maintain required DHS suitability.
  • Active Secret security clearance preferred.
  • Bachelor's degree and/or equivalent professional experience.
  • 2–3+ years of relevant experience in consulting, program analysis, project coordination, stakeholder engagement, or a related field.
  • Demonstrated experience facilitating workshops, leading stakeholder discussions, and delivering presentations to diverse audiences.
  • Strong written and verbal communication skills, with the ability to engage confidently and professionally with clients and stakeholders.
  • Excellent organizational skills, attention to detail, and ability to manage competing priorities and deadlines.
  • Strong analytical and problem-solving skills, with a growth mindset and willingness to learn new tools, processes, and subject matter.
  • Proficiency in Microsoft Office Suite, particularly Excel, PowerPoint, and Word; experience with Power BI or similar data visualization tools preferred.
  • Ability to work independently and collaboratively, adapt to evolving client needs, and travel as required.

The anticipated salary range for this position is $70,000 - 85,000 . At Partner Forces, we recognize that every candidate brings a unique combination of skills, experiences, and qualifications.
