Job Duties:
  1. The Procurement Specialist II procures a variety of goods and services as assigned by the Purchasing Director.
  2. Ensures timely processing of requisitions to create shopping carts and purchase orders through SCEIS SRM (Supplier Relationship Management). Performs complex procurement of goods and services within agency certification as needed. Ensures compliance with the SC Consolidated Procurement Code.
  3. Works closely with DSS personnel and vendors on special orders to ensure proper specifications are requested and attained. Follows up with requesters and vendors to ensure proper delivery and receipt of goods and services ordered. Assists with answering questions regarding status of requisitions and purchase orders.
  4. Assists with maintaining the Purchase Requisition Log on SharePoint to ensure all Purchase Requisitions and Budget Requests are appropriately recorded for tracking and reporting purposes. Assists with document management, including filing, retention scheduling, and online tracking and storage. Regularly reviews the OnBase filing system to ensure accurate and consistent filing.
  5. Provides DSS staff with help resolving SCEIS procurement issues. Assists with training DSS staff on the proper use and submission of the agency's procurement/purchasing forms (DSS Forms 1402, 1405, 1870, 2000, etc.).
  6. Assists with managing DSS small purchase contracts (Small Moves, Car Wash, etc.) and SC state term contracts: Office Supplies & Paper, Mail Equipment (postage meters), Records Conversion, Storage, and Destruction (shred services), Managed Print Services, etc. as needed.
  7. Understands and exercises data security and confidentiality in the transfer, disclosure and management of all client and employee personal information.
  8. Performs Red Cross shelter duty or other emergency shelter duty or services as directed.
Qualifications:
  • A High School Diploma and two (2) years of procurement or supply management experience.
  • A Bachelor's Degree may be substituted for required work experience.
  • A certification as a Certified Professional Public Buyer (CPPB), Certified Professional Public Officer (CPPO), or Certified Purchasing Manager (CPM) may substitute for one year qualifying experience.
  • Must have a valid driver's license. Equipment operated includes calculator and PC. Must have good vision, manual dexterity for writing and using calculator and PC; ability to speak clearly and concisely; ability to comprehend written material; minimal lifting 25 lbs.
