Job summary

City of Plant City is seeking a highly skilled procurement professional to support centralized purchasing and contracting activities. The role reports to the Director of Procurement and involves coordinating with employees, vendors, and other professionals on City purchasing efforts.

The position emphasizes detailed document development, bid analysis, and ensuring compliance with applicable laws and City policies, with opportunities to train procurement staff and improve processes.

Qualifications

• Knowledge of centralized purchasing principles, practices and techniques.
• Knowledge of contract components, negotiations, insurance and bonding requirements.
• Familiarity with laws, regulations, and procedures in public agency purchasing.
• Ability to gather, analyze, interpret, and summarize data.
• Ability to determine appropriate procurement method and utilize eProcurement.

Responsibilities

• Facilitate procurement and contracting processes, ensuring compliance with laws and City policies.
• Develop documents for procurement processes for each solicitation.
• Respond to vendors with requirements for participation in procurement.
• Analyze bids, proposals, and quotes for completeness and compliance.
• Coordinate contract review with Risk Management, City Attorney, and other departments.
• Assist in securing and maintaining insurance and licenses.
