Job summary

Education & Training Resources LLC is seeking a Procurement Specialist in Oneonta, NY. This role oversees procurement of equipment, supplies, services and vendor contracts in line with government and corporate policy.

The specialist will prepare procurement documentation, bids, and specifications, ensure records are kept, and support subcontracting goals while managing deadlines and vendor relations.

Qualifications

  • Bachelor's degree in business administration, finance, economics, or related field.
  • Valid driver's license with acceptable driving record.

Responsibilities

  • Procure supplies, equipment, services, and vendor contracts per policy.
  • Prepare purchase orders for food, supplies, services and contracts.
  • Compile documentation for proposals, leases, and FAR approvals.
  • Review and administer contracts, subcontracts, leases/rental agreements.
  • Prepare specifications and bids; solicit bids and quotes per policy.
  • Maintain records of requisitions, solicitations and awards.
  • Support Minority and Small Business Subcontracting goals.

Salary Range: $62,353.20 To $62,353.20 Annually

SUMMARY OF POSITION FUNCTION:

Responsible for the procurement of equipment, supplies, services, and vendor contracts in compliance with government, center, and corporate policy.

MAJOR DUTIES AND RESPONSIBILITIES:
  • Procures supplies, equipment, services, and vendor contracts in compliance with government and corporate policy.
  • Prepares all purchase orders for food, supplies, services, and vendor contracts.
  • Prepares supporting documentation for submittal to the Contracting Officer for proposals, leases, and other procurement actions that require the Contracting Officer’s approval.
  • Reviews and administers all contracts, subcontracts, leases/rental agreements.
  • Prepares specifications/bids; solicits bids and quotations in compliance with corporate and Federal Acquisition Regulation. (FAR)
  • Establishes and maintains records of purchase requisitions, solicitations and awards.
  • Adheres to the goals established in the Minority and Small Business Subcontracting Plan and promotes purchases from these vendors.

SKILLS/COMPETENCIES:
  • Skilled in the use of computerized purchasing systems including Cost Point
  • Working knowledge of federal, state, and government procurement practices
  • Proven ability to negotiate contracts and maintain vendor relations
  • Proven ability to plan and manage projects
  • Demonstrated ability to meet deadlines and schedules
  • Demonstrated effective written and verbal communication skills; excellent customer service skills
  • Demonstrated ability to manage frequent interruptions and changing priorities.
  • Proficient in the use of computer software such as Microsoft Word, Excel, PowerPoint, and Outlook
EDUCATION REQUIREMENTS/ EXPERIENCES:
  • Bachelor's degree in business administration, finance, economics, or a related discipline.
  • Must possess a valid driver’s license with an acceptable driving record.
