Job Description

Position Overview:

We are seeking a Procurement Specialist with extensive experience in shared risk contracting strategies, particularly Guaranteed Maximum Price (GMP) contracts and Engineering, Procurement, and Construction (EPC) projects. The ideal candidate will have a strong understanding of regulatory requirements, including those set forth by the Federal Energy Regulatory Commission (FERC), a proven track record in developing bid criteria for assessing GMP/EPC proposals, and experience in creating pricing workbooks for GMP/EPC contracts.

Key Responsibilities:

  • Assist the project team in implementing procurement strategies that leverage shared risk contracting models, including GMP/EPC.
  • Ensure that all procurement documents and processes are aligned with regulatory compliance standards, including FERC regulations, to mitigate risks and ensure adherence to legal requirements.
  • Create and maintain pricing workbooks for GMP/EPC contracts, ensuring accurate and transparent pricing structures that align with project requirements.
  • Create and maintain scorecard criteria for evaluating GMP proposals
  • Collaborate with cross-functional teams to ensure alignment of procurement strategies with project goals and regulatory compliance.
  • Conduct regular reviews of procurement documentation to ensure compliance with applicable regulations and internal policies.
  • Monitor and report on procurement performance metrics, identifying areas for improvement and implementing best practices.
  • Support the development of procurement policies and procedures regarding shared risk contracting strategies, which enhance operational efficiency and risk management.

Qualifications:

  • Equivalent experience of 5 years of experience in procurement, with a focus on shared risk contracting strategies & EPC projects.
  • In-depth knowledge of shared-risk GMP contracting methodologies and extensive experience in developing pricing workbooks for GMP contracts.
  • Proven experience in developing scorecard criteria for GMP proposal assessment, which maintains compliance to regulatory requirements and standards.
  • Strong understanding of regulatory requirements affecting procurement processes, including FERC regulations.
  • Excellent negotiation, communication, and interpersonal skills.
  • Ability to work collaboratively in a fast-paced, dynamic environment.

Title: Procurement Specialist

Location: Hybrid (Mostly remote but Team meets in person once a quarter, mostly in Massachusetts, but could be Rhode Island OR New York as well)

Pay range: $63 - $66/hour

Type: 12 Month Contract (with possibilities of extension and conversion)
