Game & Parks Commission - Agency 33 in Lincoln, NE is seeking a Procurement Specialist to support the acquisition of goods and services under state procurement rules. You will act as a liaison with State Purchasing and agency teams, review requisitions, and prepare bid documents and purchase orders.

You will manage the bidding process, coordinate with clients for awards, review payment requests, and help with fixed assets information exchange.

Qualifications

  • Bachelor's degree in business administration, procurement, supply/inventory operations or related field.
  • Procurement related experience may substitute for education on a year-for-year basis.
  • Knowledge of purchasing policies, Microsoft Office and basic accounting.

Responsibilities

  • Serve as liaison with State Purchasing staff, agency staff and vendors on procurement policies.
  • Receive and review requisitions and specifications; prepare bid documents and PO or forward to State Purchasing.
  • Conduct bidding process: set bid dates, mail documents, open bids, review for conformance, coordinate with client division for award.
  • Review PO payment requests and assist with receipting; coordinate fixed assets information exchange.
  • Perform procurement functions and assist with supervisory tasks; schedule is Mon-Fri, 8-5.

Job Duties
  • This position serves as an agency liaison with State Purchasing staff, agency staff and vendors regarding required/applicable policies and procedures related to procuring goods and services within state guidelines.
  • This position is responsible for receiving and reviewing requisitions and specifications; preparing bid documents and purchase orders or forwarding requisition information to State Purchasing for processing, depending upon type of product, service, or estimated cost.
  • For applicable purchases, this position will conduct the bidding process including all aspects from setting bid dates, preparing and mailing documents, receiving and opening bids, reviewing bids for completeness and conformance to specifications, and coordinating with client division the bid award by issuing the purchase order.
  • Review purchase order payment requests and assist with the receipting process.
  • Coordinate information exchange for fixed assets.
  • Perform procurement functions as assigned by the Agency Procurement Officer and have some indirect supervisory responsibilities.
  • Work Schedule: Monday-Friday, 8-5pm

Requirements / Qualifications

Minimum Qualifications : Bachelor's degree in business administration, procurement, supply/inventory operations or related field AND procurement related experience. Experience can be substituted for education on a year-for-year basis.

Knowledge, Skills and Abilities
  • Knowledge of basic accounting and purchasing practices; familiarity with State of Nebraska purchasing policies and procedures.
  • Working knowledge of Microsoft Office components; Word, Excel required and Access preferred.
  • Knowledge of EnterpriseOne (E1) or a similar software application desired.
  • Analyze and evaluate purchase requisitions; prioritize and plan tasks.
  • Operate personal computers and calculators.
  • Ability to organize and work independently.
  • Customer service skills and skills in interpersonal communications and human relations.
