Description du poste

The Procurement Specialist will support procurement and contract execution activities for the Stibnite Gold Project, providing Owner-side oversight of EPCM-led procurement activities and supporting Owner-direct procurement as required. Working closely with Procurement, Engineering, Project Management, Project Controls, Finance, Legal, and supplier organizations, this role is responsible for managing procurement packages throughout the full lifecycle, from sourcing and evaluation through negotiation, award, contract administration, delivery, and close-out. The successful candidate will bring strong commercial judgment, experience negotiating supplier and contractor Terms & Conditions, and the ability to protect the Owner's interests within a large capital project environment.

Requirements
Essential Duties and Responsibilities:
Procurement Package Management

Serve as the Owner's procurement representative, providing commercial oversight and support for EPCM-led procurement activities from market engagement through contract closeout.

Manage assigned procurement packages through the full procurement lifecycle, including RFQ development, bidder engagement, bid evaluation, commercial negotiations, contract award, expediting support, delivery, and final closeout.

Support development and execution of procurement plans and package strategies that align with project execution requirements, schedule objectives, and long-lead equipment needs.

Coordinate procurement activities across internal stakeholders, EPCM teams, suppliers, and contractors to ensure successful package execution.

Commercial Evaluation & Negotiation

Review and challenge EPCM-developed procurement deliverables, including Requests for Quotation (RFQs), Commercial Bid Evaluations (CBEs), Recommendations to Award (RTAs), purchase orders, and contract amendments to ensure commercial rigor and alignment with Owner objectives.

Lead or support commercial negotiations with suppliers and contractors involving pricing, payment terms, delivery schedules, warranties, performance guarantees, liquidated damages, liability limitations, escalation provisions, and other contractual requirements.

Review commercial exceptions proposed by bidders and develop commercially sound negotiation strategies that protect project value while maintaining competitive procurement outcomes.

Partner with Legal, Project Controls, Engineering, Construction, and Project Management teams to ensure contract terms appropriately allocate risk and support project execution requirements.

Identify, evaluate, and communicate commercial, contractual, financial, and schedule-related risks associated with procurement packages and supplier agreements.

Analyze vendor proposals for scope alignment, pricing accuracy, exclusions, qualifications, schedule commitments, freight costs, tariffs, taxes, and other commercial considerations.

Develop recommendations regarding risk allocation, mitigation strategies, and negotiation positions to protect project interests.

Escalate significant commercial concerns and recommend corrective actions when supplier positions create unacceptable project risk exposure.

Procurement Governance & Quality Assurance

Conduct detailed reviews of supplier proposals, bid evaluations, award recommendations, purchase orders, and contract amendments prior to Owner approval.

Verify commercial consistency and accuracy across vendor proposals, commercial evaluations, RTAs, purchase orders, and supporting procurement documentation.

Coordinate Owner review and approval processes in accordance with procurement procedures, governance requirements, and Delegation of Authority limits.

Maintain complete, accurate, and auditable procurement records throughout the procurement lifecycle.

Contract Administration & Claims Management

Support post-award commercial administration of purchase orders and contracts to ensure compliance with contractual commitments and project requirements.

Monitor supplier performance against contractual obligations, including payment milestones, engineering deliverables, warranties, guarantees, manufacturing progress, and delivery commitments.

Review and evaluate change orders, contract amendments, purchase order revisions, commercial claims, and requests for additional schedule or cost relief.

Lead or support negotiations related to commercial claims, contract changes, and dispute resolution while protecting Owner interests.

Collaborate with EPCM expediting teams to monitor supplier performance, manufacturing progress, vendor data submissions, inspection milestones, and delivery schedules.

Proactively identify potential impacts to required-on-site dates and coordinate mitigation efforts with project stakeholders.

Coordinate with logistics teams regarding equipment readiness, shipping requirements, delivery priorities, transportation planning, and logistics execution.

Support resolution of supplier performance issues that may impact project cost, quality, schedule, or operational readiness.

Procurement Planning & Reporting

Support procurement forecasting and reporting activities, including commitment tracking, award forecasting, cash flow projections, procurement dashboards, and management reporting.

Monitor package schedules, pricing validity periods, award milestones, delivery commitments, and outstanding commercial actions.

Provide timely reporting and recommendations regarding procurement status, supplier performance, commercial risks, and key decision requirements.

Contribute to continuous improvement of procurement processes, systems, and commercial practices to support successful project delivery.
