Job summary

ACCIONA is seeking a procurement professional to manage subcontractor and supplier prequalification, RFQ issuance, bid evaluation, and negotiations for major projects in the United States. S/he will coordinate with construction and technical teams to ensure timely, cost-effective awards and clear scope definitions.

The role requires a Bachelor’s degree in Engineering or Quantity Surveying and 5–7 years of relevant experience, with a preference for experience in P3/Design-Build environments.

Qualifications

  • Bachelor's degree in Engineering or Quantity Surveying.
  • 5–7 years’ experience with a medium-to-large GC or consultancy (preferred).
  • Strong negotiation and communication skills; ability to work under pressure and meet deadlines.

Responsibilities

  • Research and identify potential Subcontractors / Suppliers for the Project.
  • Request registration for prequalification and invitation to tender.
  • Evaluate and follow up on qualifications and offers; issue RFQs via Tender Tool.
  • Coordinate with project teams and Subcontractors for clarifications and bid evaluation.
  • Prepare technical and commercial comparison sheets and present recommendations.
  • Negotiate with Subcontractors / Suppliers with Procurement Manager support.
  • Support subcontract finalization and subcontract scope discussions with relevant departments.

Job Description Responsibilities
  • Research and identify potential Subcontractors / Suppliers for the Project.
  • Engage with these subcontractors / suppliers and request them to register for prequalification to allow them to be invited to tender on selected packages.
  • Follow up to determine the qualification and evaluation of selected Subcontractors / Suppliers.
  • Issue Requests for Quotations (RFQs) to Subcontractors / Suppliers through the Tender Tool.
  • Follow up to ensure that offers/quotations from the Subcontractors / Suppliers are received on time.
  • Review the Subcontractors / Suppliers requests for clarifications (RFIs) received and responded to, including all relevant technical specifications, drawings & BOQ to ensure receiving compliance offers from Subcontractors / Suppliers.
  • Set up meetings with the project team (Construction/Technical) and Subcontractors for any clarifications to allow the evaluation of the offers/quotations to be progressed.
  • Actively involved in value engineering and cost-saving initiatives.
  • Prepare and issue technical and commercial comparison sheets to the management.
  • Negotiate with Subcontractors / Suppliers with the support of the Procurement Manager in order to fulfill projects’ time schedule and budget requirements.
  • Prepare and present with recommendations for the award of certain Subcontractors / Suppliers for scope tendered to the management for approval.
  • Coordinate with other members of the Commercial Department and technical / construction departments in the preparation of the Subcontracts including scope of work etc.
  • Engage in Kick off meetings with the project teams and Subcontractors / Suppliers.
  • Ability to build positive working relationships within all the Project departments to achieve the best possible results for the Project.
  • Wide knowledge across all construction methods and Subcontractors in Norh Dakota and surrounding States.
Required Skills and Competencies
  • Bachelor’s degree in Engineering / Quantity Surveying.
  • A recognized Procurement Certification is desirable (CPSM or similar).
  • Minimum 5-7 years’ experience working for a medium-to-large general contractor or consultant organization (preference given to working for a general contractor).
  • Strong negotiation and communication skills.
  • Strong understanding of contractual and commercial agreements.
  • Ability to operate under pressure and to meet tight and demanding deadlines.
  • Good logistical planning, record keeping and admin, time management and scheduling management abilities.
  • Strong interpersonal skills.
  • Strong people management skills.
  • Good teamwork and organizational skills.
  • Ability to operate under pressure and to meet tight and demanding deadlines.
  • Experience working within a P3/Design-Build Environment would be preferred but not essential.
