Job summary

ACCIONA seeks a seasoned procurement professional to identify and prequalify subcontractors, issue RFQs, and lead bid evaluations. You will review RFIs, support value engineering, and prepare commercial comparisons for leadership approval.

You'll negotiate with subcontractors with Procurement Manager support, and coordinate with Commercial/Technical teams on subcontracts while building strong cross‑department relationships on complex projects such as P3/Design‑Build environments.

Qualifications

• Bachelor’s degree in Engineering or Quantity Surveying.
• Procurement certification (CPSM) is desirable.
• 5–7 years in a medium-to-large general contractor or consultant.
• Strong negotiation and communication skills.
• Understanding of contractual and commercial agreements.
• Ability to work under pressure and meet tight deadlines.
• Planning, record keeping and scheduling abilities.
• People management and interpersonal skills.
• Teamwork and organizational skills.
• Experience in a P3/Design-Build environment is a plus.

Job Description Responsibilities

Research and identify potential Subcontractors / Suppliers for the Project. Engage with these subcontractors / suppliers and request them to register for prequalification to allow them to be invited to tender on selected packages. Follow up to determine the qualification and evaluation of selected Subcontractors / Suppliers. Issue Requests for Quotations (RFQs) to Subcontractors / Suppliers through the Tender Tool Follow up to ensure that offers/quotations from the Subcontractors / Suppliers are received on time. Review the Subcontractors / Suppliers requests for clarifications (RFIs) received and responded to, including all relevant technical specifications, drawings & BOQ to ensure receiving compliance offers from Subcontractors / Suppliers. Set up meetings with the project team (Construction/Technical) and Subcontractors for any clarifications to allow the evaluation of the offers/quotations to be progressed. Actively involved in value engineering and cost-saving initiatives. Prepare and issue technical and commercial comparison sheets to the management. Negotiate with Subcontractors / Suppliers with the support of the Procurement Manager in order to fulfill projects’ time schedule and budget requirements. Prepare and present with recommendations for the award of certain Subcontractors / Suppliers for scope tendered to the management for approval. Coordinate with other members of the Commercial Department and technical / construction departments in the preparation of the Subcontracts including scope of work etc. Engage in Kick off meetings with the project teams and Subcontractors / Suppliers Ability to build positive working relationships within all the Project departments to achieve the best possible results for the Project Wide knowledge across all construction methods and Subcontractors in Norh Dakota and surrounding States

Required Skills and Competencies

Experience/Qualifications Bachelor’s degree in Engineering / Quantity Surveying. A recognized Procurement Certification is desirable (CPSM or similar). Minimum 5-7 years’ experience working for a medium-to-large general contractor or consultant organization (preference given to working for a general contractor). Strong negotiation and communication skills. Strong understanding of contractual and commercial agreements. Ability to operate under pressure and to meet tight and demanding deadlines. Good logistical planning, record keeping and admin, time management and scheduling management abilities. Strong interpersonal skills. Strong people management skills. Good teamwork and organizational skills. Ability to operate under pressure and to meet tight and demanding deadlines. Experience working within a P3/Design-Build Environment would be preferred but not essential.
