Job summary

Hanford Tank Waste Operations & Closure (H2C) seeks a Procurement Services Manager to lead a team of procurement specialists and oversee all aspects of subcontract formation, administration, and compliance at the Hanford Site in Richland, Washington.

You will develop strategies, review SOWs and RFPs, ensure FAR/DEAR and CAS compliance, and collaborate across engineering, operations, and project management to deliver timely, high-value procurement solutions.

Qualifications

• Bachelor's degree in Business Administration, Supply Chain Management, Engineering, Project Management or related field.
• 8–10 years of related experience in procurement, contract management, or related discipline.
• Experience leading procurement teams and managing subcontracts.

Responsibilities

• Lead and mentor a team of procurement staff, ensuring alignment with H2C's mission and strategic objectives.
• Oversee all phases of subcontract planning, solicitation, evaluation, negotiation, award, and post award administration across multiple contract types.
• Ensure compliance with FAR, DEAR, CAS, Truthful Cost and Pricing Data Act and internal procedures.
• Develop and implement procurement strategies, procurement plans, and risk mitigation plans.
• Review Statements of Work, Requests for Proposals, and contract documents for clarity, compliance, and completeness.
• Advise internal stakeholders on procurement pathways, regulatory requirements, negotiation strategies, and supplier engagement.
• Monitor subcontract performance, resolve issues, and support corrective actions for timely delivery and contractor accountability.
• Build and maintain strong supplier relationships through effective communication, collaborative problem solving.
• Prepare and present procurement reports, updates, and briefings to management and stakeholders.
• Promote continuous improvement by enhancing procurement processes, tools, and procedures.
• Foster a culture of accountability, integrity, and collaboration across the procurement and partner organizations.
