Job summary

Cherokee Federal is seeking a Procurement & Property Manager to supervise purchasing staff, manage the end-to-end procure-to-pay process, and ensure compliance with FAR regulations while driving cost savings. The role requires a bachelor's degree and 4 years of public purchasing and asset management experience.

You will oversee supplier evaluations, bid analyses, contract negotiations, and reporting. Strong communication, leadership, and US citizenship are essential, with eligibility for SECRET

Qualifications

• Bachelor's degree in public administration, Management, Business law, Finance, Purchasing, or closely related field.
• Four years progressively responsible experience in public purchasing, asset management and financial operations, including supervisory responsibilities. UAE experience is preferred.
• Knowledge of principles and practices of procurement and supply-chain management.
• Knowledge of business practices related to purchasing.
• Knowledge of laws, policies and procedures governing public procurement and contracts
• Knowledge of administrative problem solving and the implementation of effective solutions.
• Knowledge of cost accounting as it relates to price and cost analysis.
• Level IV (Fluent) Speaking/Reading/Writing English is required.
• Must have demonstrated computer skills in MS Word, Excel, Access and Outlook.
• Must possess excellent written and verbal communication skills.
• Must have skill in project and program management.
• Must be a US citizen, possess a US Passport, and have a suitable background to obtain a SECRET clearance.

Responsibilities

• Oversee the Procure to Pay (P2P) process including assignment of procurement requests and issuing Purchase Orders.
• Maintain catalog/library of procurement documentation and filing.
• Evaluate suppliers to ensure timely delivery and quality.
• Determine procurement method per FAR regulations and implement cost-saving agreements.
• Request quotations by phone, mail or RFQs per FAR/DOSAR.
• Apply price/cost analyses to establish fair prices.
• Conduct supplier quotations evaluations and award contracts as appropriate.
• Review solicitations and contracts for compliance and opportunities for improvement.
• Manage PO process and amendments to ensure terms are met.
• Develop standard contract clauses for use in contracts and POs.
• Negotiate arrangements with suppliers for best value and service levels.
• Ensure adherence to policies and monitor procurements at all levels.
• Monitor ICASS metrics for quality and performance.
• Update SOPs and disseminate procurement policies.
• Set staff priorities and allocate resources to meet objectives.
• Develop procurement training for staff.
• Design reporting to highlight spend and savings by category/supplier.
• Ensure timely weekly status updates and production reports.
• Maintain confidentiality.
• Perform other job-related duties as assigned.
