Position Description

The Procurement Officer – Buyer is a full-time Civil Service position in the Department of Finance, Division of Purchases. This individual will manage sourcing events, conduct negotiations, develop contracts, and perform ancillary duties as required to effectuate the purchase of goods and services on behalf of Metro departments and agencies.

Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.

Typical Duties

  • Work with departmental staff to develop solicitations including, but not necessarily limited to their technical requirements, scopes of work, and evaluative criteria.
  • Manage sourcing events including, but not necessarily limited to requests for proposal, invitations to bid, reverse auctions, sole sources, emergencies, and cooperative purchases.
  • Work with departmental and divisional staff to schedule and conduct pre-offer meetings for solicitations.
  • Work with departmental staff and the purchasing agent to vet, appoint, and train committee members for evaluation panels.
  • Review offers received to determine responsiveness and responsibility.
  • Work with departmental staff to schedule evaluations, evaluate and score responsive & responsible offers.
  • Develop written justifications and intents to award.
  • Lead contract negotiations between departmental staff, Metro Legal, suppliers and other interested parties; Develop contracts in consultation with departmental staff, Metro Legal, suppliers and other interested parties.
  • Coordinate with the Business Development Officer relative to supplier outreach and any other matters within their purview.
  • Report information to the Procurement Data Officer relative to key performance indicators and any other matters within their purview.
  • Coordinate with the Business Assistance Office relative to the participation of minority owned, woman owned, LGBT owned, small, and service-disabled veteran owned businesses and any other matters within their purview.
  • Coordinate with the Procurement Resource Group as relative to intents to award, effectuation of contracts, amendments, letters of acceptance, subcontractor substitutions, and any other matters within their purview.
  • Participate in continuous improvement activities as required.
  • Ensure that all procurement activity conforms to applicable business practices, finance policies, regulations, and laws.

Minimum Qualifications

Bachelor’s degree in Business Administration, Procurement Management, Supply Chain Management, or finance related field.

Valid Driver License

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, And Abilities

  • Experience managing and conducting multiple projects simultaneously
  • Familiar with utilizing Microsoft Outlook, Microsoft Word, Microsoft Excel, Microsoft SharePoint, Cisco WebEx, and similar technological applications
  • Knowledge of public procurement, sourcing, negotiations, and contract development
  • Knowledge of enterprise-wide software applications such as Oracle Cloud
