Job description

Plan, organize, and lead procurement processes to establish contracts for engineering professional services in support of transportation construction, design, and operations activities for Divisions and Districts statewide. Provide oversight for contract administration for professional services contracts including maintaining, developing policy and procedures in accordance with applicable laws and policies. To establish and administer contracts for goods and services that meet customer expectations regarding quality, quantity and price in accordance with applicable laws and policies.

How you will contribute:
  • Collaborates with Team and Stakeholders: Partner with other procurement officers to get work done and accomplish division procurement schedule goals; work cooperatively with others across the organization to achieve shared goals. Provide exemplary service to team and stakeholders in all areas of work.
  • Contract Administration: Coordinate and analyze feedback on contracts. Recommend default action or contract cancellation and find alternative services. Serve as contract administrator or designate a contract administrator to ensure terms and specifications and scope are met. Serve as liaison between vendors and users.
  • Contract and Procurement Documentation and Reporting: Provide thorough documentation to ensure contract and procurement files are complete and meet standards to adhere with agency policy, state and federal law. Make contract documents available to users. Coordinate and analyze feedback on contracts. Ensure electronic systems are maintained and up to date. Maintain and update reports.
  • Contracts and Documentation: Assist users in selecting best procurement methods and documentation requirements. Make contract documents available to users and determine appropriate goods and services for term contracts. Provide guidance to end users on contract related discrepancies.
  • Maintain and Interpret Policies and Procedures: Provide guidance regarding contract administration to end users and stakeholders to ensure adherence to laws, policies, and procedures. Provide input to keep policies and procedures up to date. Provide guidance to end users on contract-related discrepancies.
  • Procurement of Engineering Professional Services: Plan, organize, and lead procurement processes to establish contracts for engineering professional services in support of transportation construction, design, and operations activities for Divisions and Districts statewide. Provide customer service and communication to ensure effective, timely process.
  • Procurement of Goods and Services: Provides procurement and contracting goods and services for Districts and Divisions statewide in support of the Consultant Procurement process, using competitive negotiation (RFP) process and competitive sealed bidding (IFB or RFQ).

  • Knowledge of the application of procurement techniques, research, analysis, scheduling and planning.
  • Knowledge of the principles, practices and techniques of large scale governmental procurement.
  • Knowledge of the principles, practices and techniques of large scale governmental procurement.
  • Knowledgeable in procurement activities such as competitive sealed bidding, competitive negotiation processes associated with commodities and professional and non-professional services.
  • Skill in preparing contract documents and procurement documentation.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Skill in the use of computers and software applications.
Minimum Qualifications:
