Job summary

The State of Montana Department of Administration is seeking a Procurement Officer to support the Department of Public Health and Human Services. You will ensure procurements and contracts meet laws and funding requirements, mentor staff, and manage solicitations and contracts.

This role offers telework with required weekly in-office days in Helena, MT, and requires strong judgment, organizational skills, and the ability to explain complex procurement concepts to diverse stakeholders.

Qualifications

  • Bachelor’s degree in Business, Public Administration, Communication, or related field; OR
  • Associate degree in Business Public Administration, Communication, or related field and two years’ experience in technical writing, research, or project management; OR
  • Alternate combinations of education and experience will be considered on a case-by-case basis.

Responsibilities

  • Mentor DPHHS staff in procurement procedures and contract management.
  • Conduct solicitations for goods and services.
  • Provide contract oversight and management of all assigned and ongoing contracts.
  • Explain complex procurement and contracting requirements to a wide range of internal stakeholders.

What is this career opportunity?

The Department of Administration's State Procurement Services Division is looking for a Procurement Officer who solves problems and communicates exceptionally well to support the Department of Public Health and Human Services (DPHHS).

The State of Montana recently implemented a centralized procurement model built around an enterprise procurement team plus agency-based staff who work alongside the agencies they serve. In this role, you'll be a Department of Administration employee located at DPHHS, providing procurement support directly to the department. You'll be one of six procurement officers reporting to the DPHHS procurement supervisor.

You would play a key role in ensuring procurements and contracts are completed accurately, efficiently, and in accordance with applicable laws, policies, procedures, and funding requirements. This position mentor’s DPHHS staff in procurement procedures, conducts solicitations for goods and services, and provides contract oversight and management of all assigned and on-going contracts.

In this position you will be afforded the opportunity to telework, however there will be required weekly in office day(s) in Helena. Specific conditions will be outlined as part of the job offer and must adhere to state policy.

What are we looking for?

Education and Experience:

  • Bachelor’s degree in Business, Public Administration, Communication, or related field; OR
  • Associate degree in Business Public Administration, Communication, or related field and two years’ experience in technical writing, research, or project management; OR
  • Alternate combinations of education and experience will be considered on a case-by-case basis.

Ability to:

  • Deliver outstanding customer service
  • Conduct research, system analysis, and data gathering analysis
  • Learn the theory, principles, practices and techniques of government contracting
  • Learn the State of Montana's procurement process, administrative rules, and federal procurement rules and laws
  • Work and effectively communicate with diverse levels of management and stakeholders
  • Establish objectives and priorities based on goals and general direction provided by management
  • Identify problems, emerging issues and trends, and establish strategies to address them
  • Mediate and resolve disputes
  • Work independently with minimal supervision
  • Prioritize and manage multiple projects and manage time effectively
