Qualifications

Position Summary

The Procurement Navigator serves as a trusted guide for small-business owners pursuing RFPs, RFQs, bids, subcontracts, and other contracting opportunities. This person meets clients where they are, explains complex requirements in plain language, and helps them build a clear, compliant path from opportunity identification through submission and follow-up. The role also supports workshops, outreach, partnerships, and program reporting designed to expand small-business participation in contracting.

Key Responsibilities
  • Provide one-on-one guidance to small-business owners on procurement readiness, registrations, certifications, contracting pathways, and next steps.
  • Help clients identify relevant RFPs, RFQs, invitations for bid, subcontracting opportunities, and other public- or private-sector solicitations.
  • Review solicitation documents with clients and explain scope, eligibility, evaluation criteria, required forms, deadlines, insurance, bonding, and submission requirements.
  • Assist clients in organizing compliant response plans, proposal calendars, document checklists, capability statements, and supporting materials.
  • Coach business owners on positioning, proposal quality, pricing considerations, presentations, negotiations, debriefs, and post-submission follow-up.
  • Guide clients through vendor-registration systems and relevant local, state, and federal procurement resources.
  • Develop and facilitate practical workshops, webinars, and group sessions on procurement and contracting topics.
  • Build productive relationships with contracting agencies, prime contractors, chambers, resource partners, and other members of the small-business ecosystem.
  • Maintain timely, accurate records of client activity, referrals, milestones, outcomes, and follow-up needs in the organization’s tracking system.
  • Monitor procurement trends, upcoming opportunities, and rule or process changes that may affect participating businesses.
  • Support outreach events, special initiatives, and other program priorities as needed.
Qualifications
  • Three or more years of relevant experience in procurement, government contracting, supplier diversity, proposal development, economic development, small-business advising, or a related field.
  • Working knowledge of RFP, RFQ, bid, and contracting processes; familiarity with local, state, or federal procurement systems is strongly preferred.
  • Ability to read technical solicitation documents, identify critical requirements, and translate them into understandable action steps.
  • Strong writing, presentation, coaching, relationship-building, and customer-service skills.
  • Excellent organization and follow-through, with the ability to manage multiple clients, deadlines, and priorities.
  • Comfort using Microsoft Office or Google Workspace, customer relationship management systems, and online procurement portals.
  • Bachelor’s degree in business, public administration, economics, communications, or a related discipline preferred; equivalent relevant experience will be considered.
  • Bilingual English/Spanish communication skills are a plus.
