Procurement & Materials Manager

KBR’s is seeking a Procurement & Materials Manager to support large Technology projects. This role operates with a high level of responsibility and professional judgment within established organizational and project frameworks. The successful candidate will oversee global Procurement and Materials activities, leading purchasing strategy development, negotiating commercial terms and conditions, and directing purchasing, expediting, and logistics functions to deliver cost-effective solutions that align with project and business objectives.


The Procurement & Materials Manager is responsible for planning, organizing, and overseeing procurement and materials management processes worldwide, including contract development and administration, supervision of a global team of procurement professionals, and management of relationships with vendors and stakeholders across the United States, India, China, Korea, and Europe. This role ensures the timely and seamless delivery of project requirements, while playing a critical part in driving supply chain performance, mitigating risk, and supporting the successful execution of projects across global operations.


Functional job responsibilities will include but are not limited to:


  • Executes and supervises cradle to grave purchasing activities (including bid, evaluate, award cycle, execution of agreements, execution of changes, price and schedule negotiations) for a specific project.

  • Directly responsible for oversight of Procurement and Materials activities and the performance of assigned procurement functions.

  • Develop purchasing strategies for proposals and Project Procurement Plans and guide teams in the execution of those plans.

  • Lead terms and conditions review and negotiations for equipment and modular fabrication packages on a global scale.

  • Be accountable for effective management of purchasing, expediting, and logistics activities to ensure delivery of cost-effective services to project stakeholders.

  • Drive cost reduction initiatives for assigned project.

  • Understand, track, and forecast the key cost drivers and market factors for assigned equipment.

  • Assist in developing project-specific sourcing strategies to support corporate and divisional objectives while ensuring alignment with Engineering.

  • Identify corrective actions and measures in case of quality or schedule issues with suppliers.

  • Work closely with Engineering and project teams.

  • Assure that problems are reported in a timely manner to project teams and senior procurement management.

  • Locate, analyze, and develop a consolidated supplier base to meet current and future needs.

  • Create and maintain mutually beneficial long-term partnerships with suppliers to foster feedback and continuous improvement.

  • Provide input to drive continuous improvement in all aspects of procurement processes, procedures, and tools.

  • Conduct the orderly closeout of Procurement operations, including settlement of claims and back-charges, and resolution of punch list items assigned to Procurement.

  • Prepare and edit presentations describing procurement methods, market trends, lead times, prices, and other relevant procurement information.

  • Help develop KPIs and provide data to support KPIs for assigned projects.

  • Participate in important negotiations and claim negotiations for assigned scope at a high level.

  • Adhere to all applicable health, safety, and environmental regulations and company policies to ensure a safe working environment.


Supervisory Duties And Responsibilities


  • Act as the Purchasing Lead and supervise the complete range of purchasing activities on projects.

  • Provide leadership and direction to a global procurement team across the United States, India, China, Korea, and Europe to achieve functional and project objectives.

  • Verify the accuracy of bid tabulations, purchase orders, change orders, agreements, and release orders prior to approval, supplier release, and distribution.

  • Select and utilize Purchasing personnel with the appropriate competencies to meet project requirements and internal and external customer expectations.

  • Perform audits of procurement activities to ensure compliance with company policies, processes, tools, systems, and project requirements.

  • Provide management with information related to purchasing performance, spend, supplier performance, and other key procurement metrics, and use such data to improve business performance.

  • Support development, coaching, and performance management of assigned procurement personnel.


Required Education, Experience, & Skills


  • Bachelor's degree in Supply Chain Management, Business, Engineering, Construction Management, or a related field required.

  • Must have 15+ years of Procurement and Supply Chain Management experience in a global EPC, Technology, and/or Industrial Equipment company executing contracts in key industries, such as oil and gas, LNG, petrochemical, chemical, etc.

  • Preference of detailed purchasing experience and knowledge in all equipment and material categories

  • Experience in purchasing or subcontracts, including bid, evaluate, award cycle, execution of agreements, execution of changes, price and schedule negotiations, and commercial strategy.

  • Excellent written and verbal communication and presentation skills in order to flow goals and directives and effectively communicate commercial solutions and concepts to procurement personnel and non-procurement personnel

  • Ability to work in a complex schedule driven work environment

  • Procurement experience in "lump-sum" business

  • Computer proficiency as well as intermediate to advanced skills in MS Office products.

  • Strong negotiation skills with a proven track record in cost reduction and control.

  • Knowledge of global supplier market for capital project equipment and material categories
