Job summary

Primary Services, a leading energy utility, is seeking a Procurement Manager to lead IT hardware, software, telecommunications, cloud, and services sourcing on a 6–12 month contract.

You'll partner with IT, Legal, Finance, and vendors to run RFPs, evaluations, negotiations, and supplier management, aiming to optimize technology spend while maintaining governance and compliance. The role offers a hybrid schedule with remote Fridays.

Qualifications

• Bachelor's degree in business, supply chain, IT, or related field.
• 5+ years of strategic sourcing experience with RFP ownership.
• IT procurement across hardware, software, telecom, and cloud.
• Experience with vendor evaluations, negotiations, and contract terms.
• Strong knowledge of procurement practices and governance.

The Procurement Manager will lead complex sourcing initiatives across hardware, software, telecommunications, cloud, and technology services during a 6–12 month contract engagement. Working closely with IT, business leaders, Legal, Finance, and vendors, this role owns strategic RFP processes, supplier evaluations, commercial negotiations, and vendor management activities that optimize technology spend and strengthen supplier partnerships. The position offers a hybrid schedule with remote Fridays.

Responsibilities

• Develop and execute strategic sourcing plans for IT hardware, software, telecommunications, cloud, and professional services.
• Lead end-to-end RFP and competitive sourcing events, including requirements development, supplier evaluation, bid analysis, and award recommendations.
• Evaluate prospective vendors based on capabilities, financial stability, service quality, pricing, and compliance requirements.
• Monitor technology markets, supplier landscapes, and industry trends to identify sourcing opportunities and cost savings.
• Lead commercial negotiations covering pricing, service-level agreements, warranties, delivery schedules, and contractual terms.
• Partner with IT and business stakeholders to establish sourcing requirements, evaluation criteria, and supplier strategies.
• Identify commercial and supplier risks and develop appropriate mitigation strategies.
• Manage strategic vendor relationships and facilitate performance reviews to address issues and identify improvement opportunities.
• Maintain accurate vendor contracts, agreements, sourcing documentation, and performance metrics.
• Ensure sourcing activities comply with organizational policies, governance standards, and applicable regulatory requirements.

Qualifications

• At least 5 years of strategic sourcing experience, including hands‑on ownership of RFP processes.
• IT strategic sourcing experience across hardware, software, and telecommunications is required.
• Proven experience leading vendor evaluations, competitive sourcing events, and contract negotiations.
• Strong knowledge of IT procurement practices, including technology products and services.
• Experience negotiating pricing, SLAs, warranties, commercial terms, and complex technology agreements.
• Experience with vendor management, supplier performance, and contract administration.
• Proficiency with contract management systems and Microsoft Office applications.
• Bachelor's degree in Business Administration, Supply Chain Management, Information Technology, or a related field preferred.
• CSCP, CPSM, or other relevant procurement certification is a plus.
