Job summary

Illinois State University is seeking a procurement leader to oversee complex public procurement activities, including competitive solicitations, contract administration, and compliance with state and university policies.

The role supervises procurement staff, mentors and trains team members, and supports strategic sourcing initiatives while ensuring efficient and customer-focused services.

Qualifications

  • Two years (24 months) of work experience in procurement or equivalent responsibilities.
  • Bachelor’s degree credit or higher can count toward experience.
  • Need CPPB/CPPO, CPPB, APP, CPM, CPSM or equivalent certifications may satisfy the requirements.

Job Summary

Provides leadership and oversight for complex public procurement activities, including competitive solicitations, contract administration, procurement operations, and compliance with State of Illinois procurement laws and University policies. Manages required State reporting, supports strategic sourcing initiatives, and serves as a resource to campus stakeholders on procurement matters. Supervises procurement staff through task assignment, mentoring, training, and performance oversight to ensure efficient, compliant, and customer-focused procurement services.

Salary Rate / Pay Rate

$60,000 - $70,000 annual

Required Qualifications

Any one or any combination of the following, totaling two (2) years (24 months) from the categories below of which one (1) year (12 months) must be actual work experience:

A. Work experience performing duties comparable to those performed at the Procurement Officer level of this series or in positions of comparable responsibility

AND/OR

B. College credit for course work in any field
-30 semester hours equals six (6) months-
-60 semester hours or Associate’s Degree equals one (1) year (12 months)
-90 semester hours equals two (2) years (24 months)
-120 semester hours or a Bachelor’s Degree equals three (3) years (36 months)
-Master Degree or higher equals four (4) years (48 months)

NOTE: Possession of a current Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) from The Universal Public Purchasing Certification Council (UPPCC), or a current Accredited Purchasing Practitioner (APP) certificate, Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM) or equivalent certifications may satisfy the above requirements.

Preferred Qualifications

1. Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) or similar credentials.
2. Experience with e-procurement or ERP systems (e.g., Unimarket, Banner, Workday, Jaggaer)
3. Proficient use of Microsoft Office
4. Two (2) or more years of full time (or part-time equivalent) progressively responsible procurement or contracting experience with State of Illinois code.
5. One (1) or more years of full time (or part-time equivalent) supervisory experience.

Work Hours

Core work hours: Monday - Friday; 8:00 a.m. - 4:30 p.m.

Functional Expectations

Must be able to complete the following with or without a reasonable accommodation:
1. Effectively communicate on a daily basis.
2. Remain at a workstation for extended periods.
3. Move about campus in various locations as needed to complete day-to-day work.
