Job summary

NHS Lanarkshire is seeking an experienced Procurement Manager to lead the procurement of Digital, ICT and technology-enabled services. You will work closely with Digital Services, clinical teams and senior stakeholders to deliver solutions that improve patient care and drive digital transformation.

The role covers regulated tenders, national contracts and ongoing contract management, with responsibilities to develop sourcing strategies, ensure contract integrity, provide professional procurement

Qualifications

• Degree-level education and a relevant procurement qualification (ideally CIPS Level 5).
• Significant experience managing procurement exercises and contracts.
• Knowledge of Public Contracts (Scotland) Regulations 2015 and Procurement Reform (Scotland) Act 2014.
• Ability to influence and support senior stakeholders in a complex environment.
• Full UK/EU/EEA driving licence.

Responsibilities

• Plan, manage and implement procurement contracts within the Digital, ICT and technology-enabled category.
• Carry out tender activities in line with Standing Financial Instructions and public procurement law.
• Ensure the integrity of the supply chain at all times.
• Develop and implement procurement strategies with NHS Lanarkshire’s key suppliers.
• Provide professional advice to management and budget holders on procurement of goods, services and public works contracts.
• Liaise with NSS National Procurement on contract, compliance and governance matters.
• Identify areas to expand the scope of the service.
• Contribute to improvement plans including the PCIP and Sustainability and Value programmes.
